2. Make a duplicate of the background layer
3. Turn the duplicate to black and white .Use Adjust>Colorize with Saturation 0 .
4. Make a Duplicate of this Layer
5. Adjust>Negitive Image
6. Change the Blend Mode to Dodge.
***You will hardly see anything at this point but don't worry!
7. >Adjust>Blur>Gaussian Blur until you get the desired look.
8. to add color make layer 1 Opacity>70 and layer 2 Opacity>90
