Click Image>Add Borders.
Make sure the color is black (or whatever color you want around it) and make the size 60 pixels on each side.
Use your magic wand and select the black.
The settings on the magic wand need to be Mode: Add Tolerance : 0 Click Selections > Invert.
Click Effects>3d effects>Buttonize. You can play around with the settings on this till you get what you like.
Click Selections> Invert
Then click Adjust>Add Remove Noise> Add Noise. You can adjust the amount of noise, too.
Use the Gaussian settings and check the monochrome box. Then OK
Then Selections, Select None, and save
