Governor Luis R. Villafuerte

Governor Luis R. Villafuerte first became Governor of Camarines Sur in 1986 after he had served two terms as Assemblyman, Minister of Trade and Minister of Government Reorganization. A recipient of the Ten Outstanding Young Men (TOYM) of the Philippines award for investment and international finance and the President Manuel A. Roxas’ Most Outstanding Investment Banker Award he underwent extensive training on banking and business finance in the United States of America. This partly accounts for his having been listed in the WHO’s WHO among financial leaders in the Asia-Pacific region and being widely regarded as a truly development-oriented provincial executive in the country today.
Sharp, witty and articulate, he was a prized debater while a UP law student and garnered such National Presidential awards as the President Ramon Magsaysay and President Carlos P. Garcia Gold Medals for his forensic prowess. Aside from being a lawyer, he has been conferred the Doctor of Humanities degree Honoris Causa by the University of Mindanao and the Doctor of Laws degree Honoris Causa by the University of North Eastern Philippines.

More fine feathers were to be added on his cap as he was elected in 1999 National Chairman of the League of Provinces of the Philippines where he was adviser of the league from 1995 to 1998. He was also the first president of the league from 1988 to 1991 during which he participated intensely in crafting the Local Government Code. In 1998, he was also chosen as Chairman of the Regional Development Council. As such he wields considerable clout in designing the developmental course of the entire Bicol Region. Presently he is the National Chairman of the Federation of Regional Development Councils of the Philippines.
