What is Rally and why do they use Hams?

The relationship the Sports Car Club of America and Amateur Radio Operators have in common.  The who, what, when, were, why, and how, of Rally and Ham Radio communications. Being a Ham and belonging to the SCCA allows us to utilize two hobbies at once.
