DOES AMBON WANT TO GET RID OF ITS IDP-S? These days numerous
meetings are held by the governor and other authorities with masses of refugees in
the various neighbourhoods in Ambon, trying to convince the refugees, especially
those from the islands of Buru and Seram, to return to their original homesteads.
However, according to trustworthy persons (like some parish priests that recently
returned from a survey to their erstwhile parishes) some of the Muslim-held places
cannot yet be considered as completely safe for Christians. But the authorities
seemingly do not care. Refugees are offered houses of 4x5 meters, without kitchen
and without toilet/bathroom. The refugees insist that they should rather be given cash
(between 5 and 15 million rupiahs = US$ 525.- US$ 1,575.-) than "complete"
houses or building materials, in order to be able to build their future homes according
to own insight and more effectively.

MALUKU * A local newspaper, Ambon Ekspress, on Saturday (16 Nov.) reported that
a man was critically injured during a fight in Wailisa Village in Central Maluku on 14
November between the villagers and a group of returnees, who arrived by boat. The
incident occurred because of a misunderstanding of the returnees arrival, as they were
suspected as hostile intruders by the villagers.
NORTH MALUKU * On Thursday (21 Nov.), the acting Governor, S.H. Sarundajang
confirmed that he would hand over his function to the newly elected Governor, Thaib
Armayan on Monday (25 Nov.). A ministerial delegation from Jakarta is expected to
arrive in Ternate on Sunday (24 Nov.) to officially install the new Governor.

ACTIVITIES OF THE TPIN Though hardly noticeable, nevertheless the National
Independent Inquiry Team (TPIN) that arrived in Ambon on July 10, 2002 (see Reports
299-300) is still active in the Moluccas. According to The Jakarta Post daily, TPIN
chairman I Wayan Karya declared on November 8, 2002, that his team meanwhile has
listed all acts of violence perpetrated since the start of the unrest in the Moluccas in
January 1999 and has interviewed a great number of persons that were in some way
or other involved in the violence. I Wayan Karya stated that the team is still collecting
additional information and evidence before bringing the cases to court. A number of
these cases allegedly involve personnel of the military and police forces and also
members of the recently disbanded Laskar Jihad. He expects the team to need

that even if the Poso condition is conducive, the recovery operation is still required for

MALUKU * On Saturday (2 Nov.), at about 9 pm local time, an unidentified sniper shot
and killed one person and wounded two (one has died of injuries sustained) on
Sudirman road, Galunggung, a suburb of Ambon City. Police investigations are in
progress and no motive for the violence has been established nor has any arrest so far
been made.
NORTH MALUKU * The Provincial DPRD has reported the results of the recent
gubernatorial elections to the Central Government and are now waiting for the
Government's approval of Thaib Armayn as the Governor and Madjid Abdullah as the
Vice Governor.
PAPUA * The Jakarta Post on Saturday (2 Nov.) reported that the appointment of the
new Papua Police chief has met with opposition from Governor Jaap Salosa and local
lawmakers, who say the selection process violated the special autonomy law that
applies to the province. It is said that the appointment of Insp. Gen. Budi Utomow as
the provincial police chief by National Police chief Ge. Da'i Bachtiar was not legitimate
as it was not done in consultation with the Papua governor.

new chief Sutrisno and bid Brigadier General Soenarko Danu Ardianto farewell would
be conducted on 4 November at the Police Headquarters in Ambon City.
NORTH MALUKU * The Provincial DPRD held a special session on Monday (28 Oct.)
to elect a new Governor and Vice Governor for 2002-2007. Thaib Armayan, the former
Provincial Secretary emerged as the winner after the first ballot but with a majority by
just one vote. The 3-day public consultation period was concluded on Thursday (31
Oct.) and the DPRD will send their recommendations to the Central Government.
NORTH SULAWESI * Between 23 October and 26 October, CWS did a second
distribution to victims of the eruption of the Ruang volcano (25 Sep.). The eruption
displaced over 1,000 people to the neighboring island of Tagulandang. Having
previously distributed Non-Food Items to 295 households earlier this month, CWS
distributed sugar, cooking oil, soap, and facemasks (against the ash) to 316
households.

CENTRAL SULAWESI * Local newspapers reported that the police are linking the
bombing of the Philippine Consulate in Manado on 12 Oct. to the Poso conflict. A
series of bomb threats and false bombs have kept Palu citizens on alert this week.
The bomb squad has been called out several times. No real bombs have been found.
MALUKU * On Friday (Oct.18), a bomb was found in the premises of Batu Meja
Market in Jl Ahmad Yani, 20m away from the Vice Governor's residence in Ambon
City.
NORTH MALUKU * Acting-Governor, S.H. Sarundajang, informed OCHA that the
Provincial House of Representatives (DPRD) will proceed with gubernatorial elections
on Monday (Oct.28). Three teams will be contesting the positions but with two teams
having the same nomination for Governor it is likely that if there is no clear winner after
the first ballot the elections may be abandoned.
BALI * OCHA conducted a mission to Bali (Oct 18-23) to investigate the capacity of
local authorities to gather general information on the emergency situation and
establish an information-gathering network. Initial coordination was sporadic with the
government and voluntary organisations such as the Rotary Club and the Yayasan
Bali Hati acting individually. In order to ensure better coordination, PMI with support
from ICRC/IFRC and the Australian Red Cross will provide technical assistance to the
Satkorlak PBP of Bali.
