Budgetary news March 2, 2009
There is lots of help for those who don't need it and very little help for those who need it the most in this Federal Budget 2009. It was supposed to be an action plan to deal with the global economic crisis but even though it projects a large deficit, the poor way the budget is crafted means much of it will never get spent and much of what does get spent will not do much good.
Those who don't need the help will get the bulk of the $2 billion in tax cut money. Don't be fooled by the rhetoric - most people will get very little tax savings. If you are one of the 20% of tax filers who are poor and earn less than $10,000 a year you get nothing. If you earn more than $150,000 you get about $900. Average Canadians will get bout $300.
Only about 10% of the $2 billion being spent on tax cuts will have an economic stimulative effect as the rich who get the bulk of the benefit are likely to use it to pay down their debt or add it to their savings. Even if people do spend it, many of the better off will buy imported goods so the benefit will leak out of the economy.
One of the most offensive measures is a Home Renovation Tax Credit that will give a rebate of up to $1,350 per household spending over $1000 up to $10,000 on home renovation. How many laid off workers or poor people are going to be spending money on home renovations in these tough economic times? The Budget allocates $ 500 million in the first year and $2.5 billion in the second year. Due to the fact that money needs to be spent up front, it is likely to benefit wealthier Canadians. That's a lot of money for the rich for deck extensions and kitchen renovations.
