Background:

John has maintained a residence in the State for more than 30 years. John is an active member in good standing of the NRA, the ACLU, the ATLA, the Sierra Club and the Southern Poverty Law Center and The Defenders of Wildlife.

John's hobbies include reading, writing short stories, novels, and poetry. He is currently working on Beyond Insanity and The Wolf Prince. John Kimble has completed a number of children's stories and short stories. .

John is looking forward to an even greater challenge in serving the people of the State as the Senator who "will make a difference".

John On Major Issues of Concern

*Aging: John proposes that the first $10,000.00 of an individual's income be tax free; at age sixty-five the amount will be $15,000.00; at age seventy (70) the amount will increase to $20,000. Individual Incomes over $100,000.00 will not have this deduction. This proposal should help the low and middle income elderly live more comfortably.

* Agriculture: John advocates controlling development to preserve the wide open spaces and the farmland with the result that the natural habitat of the wildlife will be preserved. Even if the Federal Government has to subsidize or buy the land, the open spaces need preservation.

* Animal Rights: Animals have the right to live free of cruel and unusual treatment by humans. Animals have the right not to be used for research and experiment. In lieu of animal use for experimentation, the Federal Government should grow human skin for testing cosmetics, etc., and search for alternatives to keep animals from suffering.

* Business: The Federal Government should equally provide grants and small business loans to all American citizens to ensure equality of opportunity without regard to race, color, creed, or nationality. Technology and assistance should be provided to these businesses to ensure continued success and lucre.

* Businesses will be severly sanctioned for discriminating against the elderly and aging in the work force. No representative or member of personnel will be permitted to inquire or ask "When can you retire? Why don't you retire? Can't you retire?" without violation of Federal Laws or Acts.

* Businesses will be permitted to deduct from normal operating expenses the health insurance benefits afforded the employees.

* Houses of Prostitution will not be located within a one-half mile radius of any Educational Institution. Existing violations of this ordinance will be promptly remedied.

* John Kimble advocates Business Job Creation through certain Controlled Growth measures to adequately tally the number of individuals entering and leaving the United States yearly. The construction of numerous application centers at the borders for legal entrance rather than illegal entrance into the country should benefit the cause.

*Campaign Finance Reform: John Kimble proposes reform that would permit representatives into the House of Representatives and the Senate from Middle Class America. A Task Force would research and provide the funds to candidates who need money to run an effective campaign. Unless one has walked in the shoes of another, he does not fully understand the needs of the underprivileged, the disadvantaged, and the disabled. Only one who has experienced the plight of not knowing how the next meal is going to be paid for and where it is coming from truly understands.

Free media should be provided to the candidates at the expense of the government and big business.

John Kimble suggests the control of foreign money so that it is not an influence in American politics.

* Children: In children lie the hope and leadership for the future; thus, the Federal Government must do everything to ensure that all the children are functionally literate. We must educate them and take whatever measures are required to guarantee their success.

* Children need safe and secure Child Care facilities while the mothers or single parents work to provide for them. All expenses for Child Care should be tax deductible.

* Because of the many, many television programs with violence, shootings, killings, and crime, children need to receive information and education into the different cultures of society and the effects of choosing a life of organized youth and crime. Thus, the Federal and State Governments must ensure that Entertainment Fields provide wholesome television programs dealing with real life situations of people from all walks of life.

* Children have the right to receive the basic needs of food, shelter, clothing, and the love of both parents. Regardless of race, color, creed, or nationality, equal welfare for all needy Americans and children should be provided by the State and Federal Governments.

* Civil Rights: John Kimble sanctions the fair and just and equal treatment and opportunity to all individuals regardless of race, color, creed, or nationality. Neither the sex nor sexual orientation of the individual should interfere in any way with his right to life, liberty, and the pursuit of happiness. All people must recognize that Americans with Disabilities have guaranteed rights, too.

*Women's civil rights will not be violated within the work place without severe penalties upon the employers. Women have the right to enter a safe and hostile free environment without fear of being sexually harassed, assaulted/battered, threatened, and intimidated by members of the opposite sex. Likewise, women will not be retaliated against for reporting criminal acts to the employers. The expectation is that violators or perpetrators will be equally and effectively dealt with without regard to race, color, creed, nationality of the offender and the victim. John Kimble proposes the establishment of a separate County, State, and Federal Government Department labeled Sexual Harassment to dictate and ensure compliance with Federal Civil Rights Acts. John Kimble strongly believes that the Federal Government or Governors of each state need to confidentially survey the employees of each business or educational institution for violations of sexual discrimination and sexual harassment within the work place. Only through strict confidentiality can a true assessment take place.

* Crime: John Kimble advocates the placement of at least two canine police officers within the junior high and high schools nationwide to prevent senseless massacres of the students and staff.

* Special schools should house students who have severe behavioral problems or criminal backgrounds which would protect the general school population from violence and would provide possible rehabilitation for violent students. Activities should stress building of self-esteem, self-confidence, and reading, writing, math, and science skills.

* Efforts should be made to control crime through providing activities for the young people at Recreation Centers or Job Centers or Educational Centers, for busy hands and busy minds do not permit time for mischievousness.

*The State Attorney and other law enforcement agencies need to investigate thoroughly before arresting innocent individuals, for the arrests based upon completely fabricated charges can destroy a person for a lifetime.

*Integrity and honesty must be synonymous with a police officer's conduct. Through leadership committed to honesty within the ranks, change will take place and be effective.

* We need to educate the young of alternatives to drugs, sex, and violence. We need to stress the idea that character counts as we build values and improve morality within society.

* Individuals who commit crimes should be punished, not rewarded.

*Disabilities: All Americans should make themselves aware of the provisions of the Americans With Disabilities Act. Employers must be held accountable for complying with the benefits offered to the employees. The Americans With Disabilities Act ensures that needy individuals receive special consideration and accommodations to remain productive in the work place.

* Education: Because the future of the country lies in the leadership of the children, funding for education is imperative. In order to be successful in their academic studies, students must be able to read, to comprehend, to write, to calculate, and to think logically and clearly.

* Because of deficiencies in reading abilities nationwide, ensuring that every child can read is important to success. John Kimble believes that the poor reading skills result from the teaching of "inventive spelling" in which each child spells the way he hears the sound. When each child is introduced to printed material and does not recognize the dictionary spelling of the word, he is unable to read. By the time he has determined the word, he does not read quickly enough to comprehend. John Kimble wants to focus the attention of the early years on teaching every child to read phonetically, or "If the child does not learn the way the teacher teaches, the teacher should teach the way he learns."

* The Federal Government should provide $6,000. yearly in Federal Aid to all students who attend college. If the students maintain a B (3.00) average, the entire education at a State University or State School will be free.

* Regardless of race, color, creed, or nationality, equality must exist in providing grants for education to the population.

* The practice of extending "Open Contracts" to all students who agree to go into the field of teaching should be done without discriminating according to race, color, creed, or nationality.

* School systems nationwide should use the older, experienced teachers as assistants in the classroom to ensure that every child is functioning at his potential in reading and writing. The older teachers possess knowledge that will be beneficial to every child. These teachers and their skills should not "be put out to pasture", but they should be compensated for their wisdom and work.

* Energy: The Federal Government needs to research and explore alternatives to gas, coal, wood, and nuclear energy for generating electricity and power. Likewise, replacements for dumps and landfills for burying trash need to be studied. Perhaps the trash can be effectively used somehow to generate fuels for power and energy.

* Environment: John Kimble supports controlled growth and development to preserve the wide open spaces which will conserve the natural habitat for wildlife. Trees provide oxygen. If we destroy the trees, we destroy the balance between man and the environment.

* All people within the United States of America must be educated to take pride in this great country by cleaning up the trash along the nation's highways and to think before they litter.

* Individuals must be offered incentives to ride public transportation in lieu of driving their vehicles which pollute the air. Making the public transportation tax deductible should motivate more people to ride rather than to drive.

* Equality For Women: Women must be treated equally in the work place. Women should have the right to enter a safe environment at their place of employment without fear of being sexually harassed, assaulted/battered or threatened by any member of the opposite sex regardless of race, color, creed or nationality. The issues should be criminal issues, not a "racial issue". If such criminal acts are reported to the employer, these women will not face nor fear retaliatory acts which affect job performance and their jobs.

* John Kimble recommends the establishment of severe penalties against any employer who demonstrates discriminatory practices and retaliates against women who report criminal acts of sexual harassment.

* Because of the increase in Sexual Harassment including those incidents covered up, Federal, State, and County Governments must establish a separate Sexual Harassment Department represented by all races to educate the employees about how to handle and effectively deal with a perpetrator who will not accept "no" as an answer. Private businesses should also provide similar departments and services to their employees.

* Legal Departments including State's Attorneys should enact severe penalties against employers or supervisors who tamper with witnesses, cover-up acts of sexual harassment or otherwise obstruct justice which violate the rights of women.

* Employers who practice Municipal Policy and Custom should be severely sanctioned and penalized for these violations of Federal Law.

* John Kimble advocates severe penalties against employers who retaliate against employees for the reporting of sexual harassment. (Obviously, the present system is not working.)

* John Kimble endorses equal, fair, and humane treatment of all employees in the work force. He supports economic and educational equity as well.

* Child Care Facilities should be set up in all businesses to ensure the protection of the children while the mothers or single fathers with children work.

* John Kimble proposes sufficient funding for research in women's health problems.

*Handgun Control: The use of handguns should be controlled through Intelli Gun technology.

* Health Care Reform: John Kimble believes that doctors and the patients know what is the best treatment for their patients.

* The determination of the proper treatment for patients should be returned to physicians and doctors without interference from Insurance Companies and Employers who dictate treatment plans through Managed Care.

* Health Insurance Companies should provide affordable health care to all Americans. Not one individual should exist without health insurance. The Federal Government should establish a network of affordable health care for all.

* Families by same last name living in the same house are entitled to equal health care coverage. (Father, mother, children, mother - child, etc.) To do otherwise demonstrates discriminatory practices. In the event of questions of relationship, investigations into the background and genetics of individuals should take place.

* All American born citizens are entitled to benefits granted to immigrants: grants to begin businesses, free educations, discounted prices of housing.

* Housing: Individuals should be treated equally in obtaining Housing without regard to race, color, creed or nationality.

* Provisions need to be made to ensure that the Homeless have places to live and reside. John Kimble suggests the use of closed schools to house these individuals.

* The elderly often need special considerations and accommodations with housing. John Kimble supports the construction of affordable housing for the elderly and the working families.

* Human Rights: Because the United States Government supports worldwide rights of humans, we must ensure that the treatment of individuals within this country reflects humane treatment. John Kimble advocates the construction of a Code of Human Rights for the work place as well as for the general population as a whole. This code should be located and placed in an area easily noticed by all within entry into the institutions of employment.

* Employees injured on the job should not be subjected to retaliatory acts, badgering, and harassment when they apply for accidental disability as result of the injury. Statements such as "Do not take it personally, for they treat everyone this way" are absurd and reflect very inhumane treatment. John Kimble supports the establishment of an effective governmental department to respond to inhumane treatment by personnel and representatives of the employers. The Federal Government needs to sanction and severely penalize such practices within the work force. Employees should not lose everything that they have worked a lifetime for because of retaliatory acts by employers who desire to punish workers for the gross negligence and negligent acts of the employer.

* John Kimble endorses the development of County, State, and Federal Governments that are more responsive and caring for the rights of all people within the work place as well as in all walks of life. Unless the governments "practice what they preach", they demonstrate and reflect hypocritical and callous attitudes and actions in dealing with the people in the United States and project and perpetuate worldwide images of the aggressor.

*Minimum hourly wage: The minimum hourly wage needs to be calculated according to an amount that a reasonably frugal individual could live with all the basic necessities. A family man cannot support his family on $5.25 an hour without additional help.

* National Foreign Policy: John Kimble believes that the United States must continue to provide aid to foreign countries. The United States cannot turn its back upon countries that need help and aid; otherwise, when the United States needs a favor or help, the foreign countries or nations will not comply with requests for help. The advantages of providing aid far outweigh the disadvantages.

*National Security: John Kimble believes that a strong national defense is imperative to the security of the country. The United States must take measures to ensure that sufficient weapons, as well as airplanes, are manufactured to defend global attacks of aggression which might jeopardize the security of the United States.

* The United States must have an adequate number of trained troops and trained personnel to respond to worldwide acts of terrorism and aggression that place the country in danger. Advanced technology and research must become an integral part of the Department of Defense.

* John Kimble does not support the full assumption by the United States for the total costs of defense in other countries. These countries must share and absorb the price of their own self defense.

* John Kimble endorses strategies to investigate and measures to protect the nation from acts of treason by individuals intent upon spying or selling classified information to foreign countries.

* School Safety: Public and private schools and other institutions of learning must ensure the safety of administrators, teachers, staff and students from threats of violence and horrible massacres witnessed within the walls of these establishments. Safety must be considered paramount to proclamations of denial of freedom for unpopular decisions of police officers in these institutions.

* Students must be free of harassment and badgering by fellow classmates, for often the experiences within the school affect an individual for a lifetime. Students must be taught with strategies and methods so that they can achieve to their fullest potential. With success comes self-confidence and self-esteem. Staffs must make themselves aware and knowledgeable of the characteristics and mannerisms that might indicate problems. Staffs must take an interest in the student, for in this interest and caring, horrific and terrible massacres just might be thwarted.

*John Kimble declares that teachers have the right to be informed of teenagers who have committed heinous crimes including murder and are present in the classroom.

* John Kimble supports trips to the Federal Government Agencies to discuss reasons for violence and methods of prevention. A congregation of students from various states in the union should provide acute awareness of an attempt to ensure that the schools are safe. Additionally, John Kimble suggests the establishment of small group rap sessions and assemblies to involve the students in their own safety expectations and regulations.

* Respect and appropriate behavior must be required of all men, women, and children within the schools. One or two days of the opening school year's orientation should be devoted to discussions and workshops on proper behavior within the school environment. With the diversified population and the different cultures, school systems must educate the employees and student population of expectations.

*Social Security: The social security fund should be safeguarded by using a portion of the governmental surplus to ensure its safety and existence for the future.

*The pay of all individuals on any job without exception should be subjected to social security tax.

*Transportation John Kimble believes that adequate transportation must be provided to handle the increase in the number of vehicles on the nation's highways, in the business districts, and in the residential districts. If building and development occur, roads must be built. We should widen I70, and other roads to accommodate the high traffic flows in our communities.

*John Kimble proposes that roads be widened to serve as the escape routes in the event of terrorist attack. Furthermore, highways in the sky (double deckers) could preserve the forests and natural habitat and create an accessible route from one place to the other. John Kimble suggests the appointment of a task force to study above level highways.

*Voters: The county, state, and government leaders must motivate the populace to register and vote. The population must learn that their voice can make a difference. The Media, who predict a win based on a candidate's money, turn the voters away!

*John Kimble proposes the use of the internet to learn the voters concern and ideas about issues before Congress.

*Voters must hold the leadership accountable to ensure a responsive, responsible, and caring government.
