| NEW YORK CONSUMED BY POWER OUTAGE AND RAGING RIOTERS IN SEASON PREMIERE; SEAN YOUNG GUEST-STARS -- The action continues from the series' season finale as a power blackout fuels a seething, rioting mob that encircles the frightened Officers Davis (Coby Bell) and Sullivan (Skipp Sudduth) -- along with a mysterious, upscale woman (guest star Sean Young, "No Way Out") and her critically injured boyfriend. Meanwhile, Officer Yokas (Molly Price) is trapped with her stricken husband Fred (Chris Bauer) whose heart attack prompts her to take risky measures to get help. While Bosco (Jason Wiles) roams the city making arrests and searching for his partner Yokas, Carlos (Anthony Ruivivar) resents Doc's (Michael Beach) incessant orders as they scoop-and-run with a flood of injured citizens.
