| Recognition Policy of The Government of Hanover PREAMBLE The Government of Hanover recognises that in order to participate to the most satisfactory extent in the wider community of similar nations, it must first define the notion of a micronation and seek to understand the different groups between which micronations are split. To this end, The Department of State, after consultation with His Majesty the King, the Prime Minister and the Ministers of each Department, has released the following definitions and criteria, by which to conduct the foreign affairs of the Kingdom of Hanover. DEFINING "A MICRONATION" The Department of State defines a micronation as the following: A community with some or all elements of nationhood, maintained in the manner of a sovereign state, either in the hope of achieving actual sovereign statehood or of accurately simulating a sovereign state. TYPES OF MICRONATION The Department of State recognises the following categories within micronationalism, as defined by the Micropatriological Research Centre: Fifth World: Micronational paradigm that aims at achieving actual statehood; secession from their native countries; to be recognised by the nations of the world as a legitimate nation. Sixth World: Micronational paradigm that stresses simulating an actual nation of the world as closely as possible, or is a real nation, with no intention of achieving statehood. RECOGNITION CRITERIA In order to accurately categorise micronations, the following criteria shall be used. The Kingdom of Hanover recognises any foreign government that fulfils these criteria as a micronation with which the kingdom may undergo diplomacy. Fifth World · Wherever it is represented (by website, pamphlet, advertisements, etc.) the micronation must clearly state that actual, recognised statehood is [one of] its goal(s). · The micronation must be evidently moving in the direction of this goal by legal and non-violent means. · The micronation must evidently be under the control of an effective government. · The micronation must publicly provide information on its government, society and population. · Some or all citizens/subjects must be in permanent contact with each other, either by Internet, by telephone or in person. · The micronation must have existed continuously, and in a form that meets these criteria, for a minimum of three months. Sixth World · All the criteria shown above (for Fifth World micronations) except the first two, in addition to the following: · The micronation must not have a history of intermicronational violence, unless it is clear that the micronation has reformed. It must not maintain a simulated "military" for the purposes of attack. It must not engage in espionage or "black" intelligence. · The micronation must not contain fantasy elements that are presented as fact. Fantasy and role-playing elements must be confined to a non-governmental context. MACRONATIONS AND EXILED GOVERNMENTS His Majesty's Government recognises any government recognised by one or more member(s) of the United Nations. As the lead Hanoverian foreign affairs agency, the Department of State helps to shape a freer, more secure, and more prosperous world through formulating, representing, and implementing the Government's foreign policy. The Minister of State, the ranking member of the Cabinet, is the principal adviser to the Crown on foreign policy and the person chiefly responsible for Hanoverian representation abroad. To carry out Hanoverian foreign policy, the Department of State: · Leads interagency coordination and manages the allocation of resources in conducting foreign relations; · Represents the Kingdom of Hanover around the world and conveys Hanoverian policies to foreign governments and international organizations through embassies and consulates in foreign countries and diplomatic missions; · Coordinates and supports international activities of other Hanoverian agencies, hosts official visits, and performs other diplomatic missions; and · Conducts negotiations and concludes agreements and treaties on issues ranging from trade to annexation. There are 191 macronations in the world which the Kingdom of Hanover recognizes. Hanover also recognizes all micronations which meet the criteria outlined in the Policy of Recognition at right. The Department of State takes the leading role in our mission to maintain and improve relationships with these nations. What is Hanover's position on " Micronational War"? The Kingdom of Hanover does not recognize micronational war. As Hanover is a non-simulated micronation, simulations of war are not acknowledged or responded to. Above and beyond simulated war, the Kingdom of Hanover condemns in the strongest terms all displays of electronic vandalism, incorrectly called "war". The Kingdom of Hanover will not engage in diplomacy with nations which engage in bellicose activities of a destructive or vandalistic nature. The Kingdom of Hanover's responses to vandalism from other micronations or from renegade vandals will come through the legal systems of the United States of America and other countries. Does Hanover engage in a policy of aggressive imperialism? No. Hanover is a peaceful, non-aggressive nation which renounces and condemns aggression of every kind. Hanover has acquired jurisdiction over two micronations, both of which were presented to the King of Hanover by their respective leaders of their own volition. They were received by the King as a gesture of friendship between the leaders of each nation and His Majesty. The leaders of both nations were appointed to represent the King in their respective homelands. The acquisition of the Dominion of Athenoi and the Empire of Calormen initiated the Hanoverian Commonwealth of Nations. The Commonwealth stands united as a force for peace, justice and trade. Any micronation meeting our recognition criteria and finding home rule a burden is invited to become a member-nation of the Commonwealth. |
