`“The Northern Luzon Command (NOLCOM)  of the Armed Forces of the Philippines (AFP) is like a blood thirsty beast roaming the countrysides of Central Luzon. Their blood lust seems to be insatiable that they killed another peasant leader this time the secretary general of Aguman deng Maglalautang Capampangan (AMC) Victor Concepcion,” said Ka Willy Marbella, spokeperson of the militant farmer’s organization Kilusang Magbubukid ng Pilipinas (KMP)

“We are now calling for all of the members of the NOLCOM to be court martialled for violating the Rules of War. They are targetting innocent and unarmed civilians. If they cannot get the New People’s Army, they should not vent their ire on civilians. In doing so, the military is just like the Abu Sayyaf, they are both terrorists,” added the peasant leader.

As for his part Ka Joseph Canlas, chairperson of the Alyansa ng Magbubukid sa Gitnang Luzon (AMGL), the Central Luzon chapter of KMP, “this is part of the the coordinated attack on progressive leaders in the region of Central Luzon. Ka Victor is the 14th killed in the span of 2 months by agents believed to be under the NOLCOM or paid by the NOLCOM. It seems that the reign of terror of Gen. Romeo Dominguez, has the blessings of Malacanang, because up till now the killings continue and nothing has been done by the president to stop it,”

“Ka Victor, like Ka Marcing Beltran, who was killed last Dec. 8 is also a member of the Regional Council of Leaders of the AMGL. If the NOLCOM thinks that this would weaken our resolve to continue our struggle for genuine land reform or our support to the Hacienda Luisita strike then they are gravely mistaken. We will continue what Ka Victor and Ka Marcing started, their sacrifice will not be wasted,” ended Canlas.

Victor Concepcion, 68, was shot last night at around 6:45 pm while resting on his veranda in L&S Subdivision in Angeles City. He was already being cased by NOLCOM assets since since February, it even came to the point that agents of NOLCOM, surrounded his home in Anao,Mexico, Pampanga. This forced him to avoid his house and stay with his children in Angeles city, where he was also followed. He was also a firm supporter of the stikers in Hacienda Luisita. # # #
