A similar unit attached to the University of Ghana had been locked out as response to declared published & practiced opposition to 'aid' giving & receiving - an event triggered by incitement, in a British Council lecture in Accra, to throw off acquired 'aid' dependence in all forms by rejecting 'aid' & by doing what India did later.

India forged weakness into an asset by exploiting the then absence of infrastructural impediments & availability of undeveloped human capital, to leapfrog industrialisation into a post-industrial white collar services based global economy.

 The 'aid' free, paradigm shift project has been diligently obstructed to date, but with the spread of internet cafes, there is planned action research as financed slots for learning groups at cafes & Wi-Fi/Wi-Max hot-spots.
