Relena is one of the most disliked people in Gundam Wing. She is considered to be a spoiled brat who has a strange, annoying obsession for Heero Yuy, pilot of the gundam Wing Zero.
To these opinions, I must say, yes, Relena is a spoiled brat. She was raised by Vice-foreign Minister Dorlian; she most likely always got what she wanted and never had to concern herself with more than what to wear to so-and-so's party.
When she met Heero, her life was turned upside-down. She then had to deal with this mysterious young man and his threats, the assassination of her adopted father, and the Romefeller Foundation, which wanted her to be a puppet ruler for their world-nation, since she was supposedly the last living member of the Peacecraft family.
Relena matured very quickly; remember, she went from being a rich schoolgirl to the Vice-foreign Minister in one year. Her ability to cope with the rapidly changing world around her, which would have conquered a weaker-willed person, makes her a strong woman, worthy of respect.
By the time Endless Waltz rolled around, Relena had almost succeeded in attaining world peace. She was kidnapped when meeting with dignitaries from Colony X18999 and taken to Mariemaia. The child wanted to use her to coerce the ESUN into accepting her as ruler over the earth and the colonies. Relena refused, and Mariemaia took her to her stronghold in Brussels.
There, she could only watch as the gundams fought the Barton Foundation's Serpent mobile suits. She tried on several occaisions to stop Mariemaia and Dekim Barton, but to no avail. After the fortress's shields were destroyed by Wing Zero and Mariemaia thought that she had won, Relena slapped her and told her what she was doing was totally against anything that Treize would ever want her to do.
Dekim shot at her, but Mariemaia jumped in front of the VFM, taking the bullet meant to kill Relena. Heero arrived shortly thereafter and tried to shoot Mariemaia, but couldn't- his gun was out of bullets.
Now I've heard people say that throughout the OAV all Relena did was stare out a window and say, "Heero." She only did that once, and I know a few people whose respect of Relena increased after EW. I'm one of them.
