Sally was a doctor in the United Earth Sphere Alliance with the rank of major. The first pilot that she saw was Heero, who was in a hospital for injuries received after he attempted to destroy both his and Duo's gundams. Duo helped him escape the hospital... by jumping off the fiftieth floor. Heero didn't open his parachute, until he was almost on top of the ground; by then, of course, it was too late. He rolled down a cliff and hit the ground. Much to Sally's amazement, Heero stood up, having suffered only minor scrapes and a broken leg.
After OZ disbanded the Alliance, Sally returned to China, her homeland, and became a freedom fighter. It was there that she met Wufei Chang, pilot of the Shenlong and Altron gundams, both of which he respectfully calls Nataku. Wufei was convinced that he was unworthy of piloting Nataku, until OZ attacked the rebels' base camp. Sally ordered him to go to his gundam, while she distracted an Aires mobile suit by walking towards it. Wufei blew the Aires up, before it could fire at Sally. Shortly after that, Wufei returned to his missions.
While the gundam pilots were in space, Sally located the three gundams that were left behind on earth. She let the Maguanac Corps take the Sandrock and gave the Heavyarms to Heero to take to Trowa in space. She and Noin headed up to space to gather the gundam pilots together.
I consider Sally a strong woman, because she managed to convince Wufei to join the others (not an easy task), and she can shrug off any of his insults. Not to mention that she looks natural toting heavy artillery.
