ACEH (Nanggroe Aceh Darussalam)
General Situation
Various local press reported that 14 civilians, 2 TNI soldiers and 27 GAM members
were killed during the week.
Serambi reported on Wednesday (17 Dec.), that the Coordinating Minister for Political
and Security Affairs, Susilo Bambang Yudhoyono, visited the province on Tuesday (16
Dec.) accompanied by local officials, NGOs and rights activists to absorb inputs from
the general public on predictions for the up coming general election. During a meeting
with local authorities, community leaders, students and local NGOs, the minister
ensured a free right to vote for the people of Aceh. Meanwhile, rights campaigner who
joined the mission disagreed with the minister's comment calling for a delay in the
elections pending the lifting of the state of emergency status. Activists argued that the
ongoing military offensive would not be conducive for the Acehnese to express their
political aspirations.
Serambi quoted the Military Emergency Administrator, Maj. Gen. Endang Suwarya,
on Saturday (13 Dec.), saying that the military would continue to monitor the activities
of international observers and NGOs in Aceh. The issue was highlighted after the
central government approved for international aid workers to return and conduct
activities in Aceh after the recent Consultative Group for Indonesia (CGI) assembly in
Jakarta.
According to local Serambi and Waspada reports on Wednesday (17 Dec.) and
Thursday (18 Dec.), three mass gatherings (declaring war against GAM) were held in
Pidie, Aceh Jaya, and Southwest Aceh districts to mark the establishment of
community driven movements to support the government's integrated operation.
Thousands of citizens throughout the province marched on the streets and plains
wearing "red-white" headbands and armed with sharpened bamboo sticks pledging
faith to support a unified Indonesian state and commitment to abolish members of the
Free Aceh Movement (GAM).
Population Movement
IOM reported that as of Wednesday (17 Dec.), the total number of IDPs in the
province increased to 5,263 persons (1,147 families) in 7 sites within 4 districts.
Health
In cooperation with the Provincial Health Department and Indonesian Surgeon's
Association (IKABI), WHO conducted two trainings in Banda Aceh Public Hospital on
Advanced Trauma Life Support (ATLS) and Basic Trauma Cardiac Life Support
(BTCLS) from 11 to 14 December. ATLS trained 34 doctors while BTCLS trained 40
nurses, midwives, and paramedics gathered form the districts.
Others
From 11 to 16 December, UNICEF local partner, Muhammadiyah, carried workshops
on child rights, child protection and psychosocial activities which included some 200
children from primary and secondary schools in Aceh Singkil and North Aceh
districts.
CENTRAL SULAWESI
Food Security and Agriculture
From 16 to 18 December, CWS distributed 13,350 kg of red beans, 6,675 kg of
vegetable oil, and 66,750 kg of rice in 9 villages in Poso Pesisir sub-district.
Health
On Wednesday (17 Dec.), IMC provided curative care services in Tokorondo village in
Poso Pesisir sub-district. A total of 197 patients were diagnosed and treated. The top
morbidity cases were Upper Respiratory Tract Infection (URTI), myalgia and gastritis.
From 15 to 16 December, IMC continued its Information Education Campaigns (IEC)
focusing on DPT and measles vaccines through Posyandu sessions in Poso Kota
sub-district.
As part of its IEC activities, IMC distributed leaflets, posters and flipcharts on
tuberculosis to 19 Puskesmas in Poso regency. These materials will be used as the
tools of preventive care on tuberculosis prevention and treatment for IDPs, returnees
and affected host communities.
Following Mother and Children Health Booklet training, IMC distributed 75 safe
delivery kits to 11 Puskesmas in Poso (covering Poso Kota, Poso Pesisir, Pamona
Utara, and Lore Utara sub-districts) and Tojo Una-Una districts (covering Tojo and
Una-Una sub-districts).
Education
Through an LNGO, Gema Kasih, Mercy Corps distributed school support materials to
276 students in Petirodongi village in Pamona Utara sub-district and Lembomawo
village in Poso Kota sub-district on 12 December.
Mercy Corps funded school support programmes for 452 students in Poso Kota
sub-district through Yayasan Bina Lingkungan (covering SDN1, SDN3 and SDN
Madale) and through Lembaga Pusat Studi Kebijaksanaan dan Pemberdayaan
Rakyat (covering SD GKST, SD Alkhairat and SD Muhammadiyah).
Water and Sanitation
CARE continued distribution of building materials for construction of water facilities in
7 villages in Pamona Utara and Lage sub-districts.
CARE conducted programme observation for water system maintenance projects in
34 villages in Poso district.
Economic Recovery and Infrastructure
The Coordinating Minister of People's Welfare handed over 100 hand tractors worth
IDR 1.5 billion (USD176,470) to young farmers in Poso district on Monday (15 Dec.).
The assistance was aimed at the economic empowerment for the community in Poso,
as well as at restoring peace and security.
On 12 December, Mercy Corps approved a peace-building programme as proposed by
an LNGO, Sintuwu Maroso, in Poso district that will involve 1,666 persons and
non-food items programmes in Buyung Katedo village, Lage sub-district and Podi
village in Tojo sub-district as proposed by Yayasan Karunia that will benefit 505
families (1,930 persons).
MALUKU
General Situation
A local newspaper, Ambon Ekspress, reported on Monday (15 Dec.), that an
explosion in Air Salobar, Sirimau sub-district, Ambon Island, that occurred on
Saturday (13 Dec.) at 14.00 pm local time. No casualty or damage was reported.
Head of TNI for Ambon Island, Lt. Col. Yudi Zanibar, said the exploded device was a
local hand made bomb. Investigations into the incidence have been launched by
security officials.
Indonesian news wire, Antara, reported on Wednesday (17 Dec.), that during his visit
to Ambon, Vice President Hamzah Haz expressed happiness and joy on the improved
security conditions and stability in Maluku province. Meanwhile, according to Ambon
Ekspress, the purpose of the visit was to attend a religious ceremony "Halal bil Halal"
and to deliver lectures to university students in Ambon city.
Population Movement
A local newspaper, Siwalima, quoted Maluku Provincial Coordinator of IDP's return
process, A.R Soumena, on Monday (15 Dec.), saying that the return of IDPs to North
Maluku was temporarily suspended because the North Maluku government was busy
handling return of IDPs from North Sulawesi and South East Sulawesi.
Assessment
Mercy Corps visited Hila village of Ambon Island to monitor and assess progress of a
micro credit programme implemented by an LNGO, Yayasan Hasan Soleman.
Mercy Corps monitored progress on projects for latrines, distribution of textbook and
rehabilitation of school in West Seram sub-district of Seram Island that are implement
by LNGOs namely Dian Mayapada, Yayasan Maluku Membangun and Yayasan
Gema Lingkungan.
A team from CARDI community rehabilitation programme are conducting field trip to
assess progress of a water and sanitation programme in 10 pre-selected sites in
several villages throughout Piru, Kairatu, Waesala and Taniwel sub-districts of Seram
Island. The assessment is also part of the revision phase of the community proposals.
Health
Ambon Ekspress quoted the Head of Health Department in West Southeast Maluku
(MTB) district, Franky Sopacua, on Wednesday (17 Dec.), saying that there was no
rabies case in the district. According to him, the Health Department has formed a
team to monitor and prevent possible risk exposure, such as unauthorized dogs entry
at harbours in the sub-district.
Education
Under its youth empowerment programme, CARDI, conducted training on
rehabilitation procedures for welfare committee members for Negeri Lima and
Hutumuri villages of Ambon Island. The training was funded by AUSAid.
Antara reported on December (17 Dec.), that Vice President Hamzah Haz urged the
Maluku provincial government to pay more attention on education and health sectors
through allocation of sufficient budget.
Economic Recovery and Infrastructure
A community empowerment team from Mercy Corps held a coordination meeting with
LNGOs namely Yayasan Pelangi, Yayasan Hasan Soleman and Yayasan Solilakta to
view progress and barriers in implementing micro finance projects that are currently
funded by USAID. The meeting is held monthly to ensure proper implementation.
NORTH MALUKU
General Situation
A local newspaper, Malut Post, reported on Tuesday (16 Dec.), that the Coordinating
Minister of Social Welfare, Yusuf Kalla, visited two IDPs/returnee camps (former
Benteng Theatre and Bimoli warehouse) in Ternate on Monday (15 Dec.). In former
Benteng Theatre camp, Kalla met returnees who protested the irregularities in the
distribution of assistance by the provincial Social Department.
Malut Post reported on Thursday (18 Dec.), that a fighting between returnees and
contractor occurred in ex Benteng Theatre camp in Ternate on Wednesday (17 Dec.)
during the distribution of Building Material Assistance (BBR). The returnees were
angry since the assistance was not entirely distributed and suspected the contractor
was being unfair. The distribution of assistance has to be postponed until the next
day.
Education
WVI continued distribution of the 5th edition of its magazine to 32 elementary schools
in Galela sub-district from 12 to 16 December, and 5 elementary schools in Tobelo
sub-district on 12 December.
WVI distributed material for its Happy House in Togawa village of Galela sub-district
on Monday (15 Dec.).
Economic Recovery and Infrastructure
CARDI completed pre-assessment for its School Reconstruction Programme funded
by European Union in Jailolo, Ibu and Sahu sub-districts.
WVI conducted PLA for its UNOPS project in Galela sub-district from 15 to 16
December and North Morotai sub-district started from Thursday (18 Dec.).
Other
Under its Informed Decision Making Programme, CARDI broadcast public service
announcement titled "Baku Jaga Baku Bae" (take care each other, living in harmony)
through a state-owned radio station, RRI. The announcement is broadcast three times
a day in December 2003,
Under its Informed Decision Making Programme, CARDI facilitated a community
meeting between the IDPs/returnees in villages of Daruba, Pandanga, Juanga, and SP
I (transmigration site) in South Morotai sub-district with Transmigration and Social
Department of North Maluku province from 9 to 11 December.
Under its Informed Decision Making Programme, CARDI distributed comic books
"Mereka Yang Mengungsi", "Suara Pengungsi" magazine, pamphlet and stickers in
South Morotai and Tobelo sub-district from 9 to 12 December. In addition, CARDI also
distributed questionnaire for project evaluation.
UNICEF finalized a proposal on Youth Participation in Reconciliation and
Reconstruction in North Maluku from an LNGO, Kalesang. The project contains of
Graffiti Reconciliation and Idea Market activities. The project will be started in
February 2004.
PAPUA
General Situation
A local newspaper, Cenderawasih Pos, reported from 15 to 17 December, that the
Regional People's Representative Council hosted a meeting from 15 to 16 December
to seek solution to the central Government's controversial decision to split Papua into
three provinces. The meeting was resulted in to three recommendations. First, to
push the central government to issue the legal draft of Papuan Indigenous Assembly
(MRP). Secondly, to push the central government to be consistent in implementing
the Special Autonomy Law (No 21/2001) in Papua. Thirdly, to refuse implementation
of Law No 45/1999 and Presidential Decree No 1/2003 concerning the establishment
of new provinces in Papua.
A local newspaper, Papua Post, reported on Monday (15 Dec,), that the local
government closed down Pasar Ampera area in Jayapura that consisted of 157 kiosks
and 335 houses occupied by 582 Bugis families since late 1960s. The local
government is planning to relocate these people to a new area in Pasar Entrop, but it
was refused. To date, this remain a problem for the local government.
Cenderawasih Pos reported during the week the supreme court in Jakarta has made a
decision that 13 members of the Presidium of Papuan Council involved in Wamena
incident in October 2001 were guilty. Furthermore, the supreme court has requested
the local court to put them in jail. The Head of District Court Office in Wamena, Hadi
Parwoto, stated that the local police office was still trying to locate another 7
suspects.
Papua Post quoted the Chief of Area Military Command (KODAM) XVII Trikora, May.
Gen. Nurdin Zainal, on Tuesday (16 Dec.), saying that he did not have information
about 20 TPN/OPM personnel who were attending military training in Colombia. He
added that the government of Indonesia have to clarify it with the Colombian
government.
Population Movement
Papua Post reported on Monday (15 Dec.), that 16 Papuan families (61 people) in
Daru of New Papua New Guinea (PNG) returned to their places of origin in Merauke.
They are now accommodated in a temporary shelter while awaiting the construction of
housing complex provided by the government. The Head of Merauke district, John
Gluba Gebze, stated that the local government was still working on remaining Papuan
refugees in PNG.
Health
After five years of operation, MSF-B decided to withdraw from Jayawijaya district and
close the field office in Wamena due to ineffective reporting system from the grass
root level. Liaison Officer of MSF-B Papua, Marianne Viatour, explained on Monday
(15 Dec.) that MSF-B will maintain the field office in Merauke and the liaison office in
the provincial capital, Jayapura.
