THE LEDAC INFORMATION TECHNOLOGY INITIATIVES 

LEDAC has been created under Republic Act 7640 and based on its Implementing Rules and Regulations, its secretariat activities is administratively managed under the NEDA organizational system. It is responsible for providing secretariat support to the LEDAC council meetings between the President and the majority as well as the minority leaderships in both houses of Congress.  

As there are relatively lesser LEDAC meetings nowadays, LEDAC has embarked on undertaking collaborative activities with partners in both government and the private sectors to pursue its original mandate of forging stronger collaboration between the executive and legislative branches of government. Two examples of these are our collaborative activities with the Philippine Institute for Development Studies wherein we undertake joint activities in several areas of partnership. In cooperation with the ADB Regional Technical Assistance, LEDAC is jointly undertaking with the CD Asia Technologies Inc. the implementation of the Project Dial or Development of the Internet for Asian Law. 

More recently, the LEDAC Secretariat staff had been quietly developing a few information technology applications involving the organization of the LEDAC technical information collection. One of these is the LEDAC Documents Library which is a Lotus Notes database application consisting of most requested LEDAC documents. The other one is the LEDAC website which is now accessible through the NEDA local area network or at the Internet through the NEDA website. This web-based application roughly contains the same information but is presented in user-friendly web interface that everyone is accustomed to when surfing the Internet. 

The LEDAC Document Library is accessible through the Lotus Notes application. On your Lotus Notes desktop, all you have to do is to click the data base icon on the left side of the Notes Window and a menu will come up. Click on the browse for a database option and choose the NEDA NCO server as the location. On the list of databases available, click the LEDAC Document Library and a listing of available documents will be presented to you. You can now choose which document you are interested in and if you like, you can then print it or save it n your computer for later use. If you don’t find the document you are looking for, you can then e-mail any LEDAC staff member about it and we will do our best to locate the information and include it in the documents database. 

The LEDAC web site includes the same information but on a more limited scale. The same information was used, the only difference is that we have placed a simple web interface on top of the information firstly to organize the information into a few categories to make accessing them easier and hopefully to present a more pleasing or better looking alternative. In addition, the website version contain more limited information since it is designed for consumption outside of NEDA and also because the large files you may find in the Lotus Notes application may be inappropriate for the limited bandwidth of the Internet. Of course it makes use of the web page format and hyperlink technology which everyone is familiar with 

For those who are keen on developing their computer expertise, the LEDAC Secretariat had written a few articles on how to make better use of your computers including some explanations of computer concepts as well as tips for users of the Microsoft Windows platform. You will also find a few information and tips on other operating systems such s Linux, Novell Netware, and FreeBSD. LEDAC is making these technical information available as a technical support service to the NEDA staff members. It is likewise being presented using the web page interface. 

As we see it, there may be two angles from where you can take a look at these computer applications. One is from the point of view of a user who might need some reference information about LEDAC and its activities which you may need in the paper or report you are working on. The second is that you may be interested in doing what we have done with the information in your particular office or department. LEDAC is ready to support you in both of these perspectives. If you think an information that is not currently available should be present in any of these applications, please e-mail any LEDAC staff members about it. In the other case, if you would like to implement a similar approach to organize your information collection, we can also provide technical assistance in doing it.
