(Ok, so maybe with the cheddar cheese, it isn't traditional, but it's really good.)

1 lb. ground beef
½ C. onion, minced
¼ C. green pepper, chopped
2/3  C. tomato paste
1 can (8 oz.) tomato sauce
2 C. water
1½ tsp. salt
½ tsp. pepper
1 tsp. sugar
1½ tsp. Italian seasoning
8-9 manicotti shells
2 C. cheddar cheese
1 C. (4 oz.) shredded Mozzarella cheese

Sauté meat, onion, and green pepper.  Drain off fat.  Add tomato paste, tomato sauce, water, salt, pepper, sugar, and seasoning.  Simmer 15 minutes.

Parboil manicotti in salted water no more than 4 minutes.  Drain on paper towels.

Fill shells with combined cheddar and Mozzarella.  Place shells in shallow baking dish.  Cover with sauce.  Bake in oven at 350 F., for 30 minutes.
