Project Management - Roles


ROLES


The following role descriptions are intended as samples of the types of responsibilities and activities performed within a role. They are described in terms of both what and how. The 'What's' are those items commonly recognized as within the realm and authority of the role incumbent.

Although the 'how' is a method to achieve the 'What's" of a role, it is the 'What's' that are important.

Including the how, is an arbitrary decision, and should be based upon the values held within the organization. In other words, if the organization values team enthusiasm, then one might include a team buy-in focus or method within the role of a leader. In essence, the leader may only be accountable for getting the job done, by whatever method he or she feels acceptable.

Steering Committee Provides high level vision and direction, authorizes projects, prioritizes projects, ensures resourcing and funding, reviews progress of major and strategic projects.
Project Client An individual or SMALL group of individuals who may be identified by one or more of the following descriptions:

Has greatest vested interest in project outcome
owns the budget from which project is funded
has political pull to get all areas & members to work together
is highest-possible level decision maker, or direct access to decision makers
willing to put energy into project to make project successful
Works with Project Manager to define the Project Goals and Mandate including...

Executive Sponsor A member of the organization's high level management team, acting as a sponsor at a strategic level. Sets or approves overall strategic targets for a project impacting various parts of the organization. Presents or elaborates on major project issues at steering committee reviews.
Sponsor Has a vested interest in project outcome.
Owns, or is a key contributor to the budget from which this project is funded;
has political pull to get all areas and members to work together; is highest-possible decision maker for this project, or has direct access to these high level decision makers.

Works with project manager or leader to define the project mandate and goals, including:

- project scope,
- technical objectives,
- identification of required standards,
- timeframes,
- budget/cost at completion, and
- resource requirements or restrictions.

Identifies (or is accountable for) quantifiable product or deliverable specifications and characteristics such as Performance Quality, Reliability, Regulatory or Organizational Standards Compliance, Material Use, etc.
Project Progress Update Recipient An individual, or representative of an organization indirectly affected by project results, and may have contributions or concerns at various stages of the project life cycle. Receives periodic or milestone project progress reports.
Project Manager Prime tasks include implement policies, carry out general administration, liaison with co-lateral and external organizations to meet financial targets and schedules set for projects.
- Represents organization when dealing with suppliers, contractors, and customers.
- Acts as a mediator at a project impasse.
- Has authority to take action on high level project issues, accountable for such actions.
Team Leader An enabler for the project team, works to get mission buy-in for team members,
- helps determine what needs to be done to achieve it,
- promotes change, and actively encourages members to take initiative;
- provides regular project updates to project managers, sponsors and stakeholders;
- works with other members to resolve issues and problems.
- Moves project through the work plan with work reviews, problem solving sessions, and work coordination.
Team Member Non-specific identification of a member of project team. Such designations should be made more specific in further refinements of project roles and responsibilities, to ensure value and accountability.
Resource Person Generalized member providing resources as required. Such designations should be made more specific in further refinements of project roles and responsibilities, to ensure value and accountability.
Management Team Representative A member of the management team, or appointed representative, for an organization or sub-organization. Familiar with organizational issue and project mandate. Has the authorization to contribute to and make decisions concerning change within his or her organization.
Management Liaison Usually the team leader, or project manager, sometimes a specific appointment. Provides informal project updates, brings project issues to appropriate level of management for discussion, evaluation, or decision.
Process Owner An individual, or representative for an organization, sub-organization, or work group, directly in control of or in possession of a particular process set, or process. Familiar with corresponding processes. Has the authorization to make decisions concerning process change or discontinuance.
Work Group Representative An individual familiar with specific organizational processes, and who is intimate the corresponding process or job functions. Represents a work group in project reviews, discussions, and planning sessions. Relays information from project team to work group members.
Customer Contributes to, and represents the customer requirements or perspectives concerning the project deliverables. Acts as a liaison between the customer and the project team or project organization.
Supplier/Service Supplier A person or representative of an organization supplying goods or services to the project sponsor organization. Provides information and or concerns and issues from a supplier perspective. Has authority to make decisions or commitments on behalf of the represented supplier.
External Partner Representative A member of an organization in a partnering relationship with the project sponsor organization. contributes corresponding concerns of the partner organization, has authorization to make decisions or make commitments on behalf the partner. Acts as a liaison between the two partner organizations.
Facilitator Facilitates project team dynamics. Usually not directly involved in the project tasks, with a mission to assist or introducing effective team process and workgroup methods. May be called in at particular stages of the project for internal process reviews or problem solving exercises.
Scribe Responsible for recording team decisions, brainstorming progress, working session notes, consolidation and distribution of working documents to team members.
Risk Officer Initiates project risk analysis and leads project team towards strategies and actions to address and minimize identified risks. Performs regular risk management reviews, assesses the effectiveness of risk management activities, Reports risk management progress and effectiveness assessments directly to project sponsors and key stakeholders.
Information Librarian/Historian Responsible for organizing and storage of project reference and working documents, status reports, and related project information in physical and electronic forms. Controls the withdrawal and return of such documents. At the end of the project, files project documents in a central document storage facility.
Process Analyst/Modeler Responsible for acquisition, consolidation, compilation and analysis of data, to arrive at a summary conclusions. May manually or use computerized tools to produce summarizations in graphic form, written or tabulated reports. Examples include: Process Flow Charts, Data Requirements and Specifications, Functional Specifications, Costs and Time Summaries, Work Breakdown Structures, Organization Charts, etc.
Data Analyst Responsible for acquisition, consolidation, compilation and analysis of data, to arrive at a summary conclusions. May produce summarizations in graphic form or written or tabulated reports.
Cost Analyst Responsible for acquisition, consolidation, compilation and analysis of cost and financial data, to arrive at a summary conclusions. May produce summarizations in graphic form or written or tabulated reports.
Researcher Responsible for information sourcing and acquisition, consolidation, compilation and analysis of data, to arrive at a summary conclusions. May produce summarizations in graphic form or written or tabulated reports.
Trainer/Instructor/Mentor Provides formal or informal training or advice to project members, or provides training for organizations or individuals affected by the project deliverables.
Test Subject An individual who is subject to a procedure or process, and who relays his or her experiences or knowledge of the exercise. For example, a person assigned the role of a student in a trial run of a training session. Information provided by a test subject is used to refine the process.

Project Champion Provide Leadership in the formulation of the implementation strategy.
Leads the process of setting objectives and establishing critical success factors.
Presents the objectives and critical success factors to steering committee for approval.
Becomes familiar with the software contract and liaisons with vendor on relevant issues.
Gains an understanding of the business processes and the software solution for such by the vendor.
Evaluates specific concerns of each team member.
Coordinates system change requests.
Provides project status to the executive steering committee.
Carries overall responsibility for the project. Reviews the project schedule and coordinates regular status meetings.
Evaluates software , including future releases of the vendors system
Project Facilitator Facilitates the process to ensure all project team members fulfill their roles.
Works with process owners and other management personnel in selection of team member and assigning roles.
Identify and maintain focus on the business objectives and critical success factors.
Ensure that all aspects of the project are being addressed.
Ensure that the team is considering all project aspects.
Ensure that all team members are participating actively in the review and that all opinions and experience are being considered.
Assist other team members to identify business objectives, benefits and productivity improvements to the system.
Liaisons with other business areas for facilitating integration and process ownership issues
Corporate Project Manager Assist in the requirements gathering and consolidation process.
Prepare overall control of the project schedule from the search phase to completion of implementation.
Becomes familiar with the software contract and liaisons with vendor on relevant issues.
Prepare the overall project schedule using Microsoft Project, identify schedule and cost variances, determine cause and identify corrective actions to the project champion when required.
Provide liaison between the project team and the vendor driving the project, work with the vendor's project manager on harmonizing resources and project schedule maintenance.
Maintain and distribute all project documentation to relevant team members in a timely fashion.
Apply systems technology in the re-engineering process before and during implementation. assist in the coordination of the software search.
Clarify areas missing functionality in the vendors demo and feed back to vendor.
Assist in the requirements definition and design specification of system enhancements with team members and vendor personnel. Assist in training and implementation.

Ensures that re-engineered business processes and original demo scripts and data are used as foundation material for test suite.
Ensures that relevant team members are consulted in development of test suites.
Q/A Tester Uses test suite to test application.
Receives training on application system and becomes familiar with system documentation.
Becomes familiar with all business processes to be supported by application.
Consults with business area professionals involved in and affected by the business processes supported by the application software.
Signs off on all modules tested.
Utilizes organization's Systems Acceptance Testing Manual in the testing procedures.
Maintains an error log of all problems.
Application/ Process Trainer Receives relevant 'train the trainer' training on application system and becomes familiar with system documentation in order to prepare for role.
Gains a full understanding of the application and how it supports the business processes.
Coordinates with other team members and prepares and maintains training schedules
Transportation Application Manager Receives relevant training on application system and becomes familiar with system documentation.
Manages the application on a daily basis. Looks after upgrades and data migration issues.
Manages application roles and security issues. Coordinates systems issues with Project Manager, Application Owner/User personnel.
Participates in documentation of process enhancement issues, errors logs etc.
Coordinates with Q/A test personnel. Coordinates systems availability with IS support personnel..
Business Process / Application Owner The owner/manager/supervisor/leader of an organizational service, for example, a maintenance, payroll, or shipping function and the support mechanisms which enable the function. These support mechanisms might be I/T applications, contracted services, external partnerships.

The primary contact for requests, questions, information and direction regarding the Business processes and the I/T applications supporting those processes. Receives relevant training on application system and becomes familiar with system documentation and overall operation, especially in the areas of application user-defined control parameters which govern local operating characteristics of the I/T application. For example, Exchange Rates, Charge Rates, Department Codes, Granting, adding or changing user access controls, Product Codes and definitions, etc . May delegate some of these responsibilities to personnel within his span of control.

Project Specific: Commits team members time to the project and ensures their active participation. Becomes familiar with both As-Is and re-engineered (To-Be) business process models and processes in reality. Directs , consults and coaches other business area professionals regarding business processes and helps to formulate alternate scenarios, process workarounds. (Usually called 'managing' within his area of responsibility.)

I/T Project Specific: Develops and maintains long term business objectives. Reviews project preliminary documents and signs off on finalized list for project development to ensure alignment with business objectives. Uses long term business objectives to develop list of required application functionality that is missing in current application versions. Actively reviews vendor development plans and uses such in conjunction with business objectives to be a driver in advancing system functionality. Reviews and provides advice on implementation, training and testing schedules. Signs off on application and enhancement unit testing.
