Development management assumes that institutions, structures and initiatives are not simply transferable between one location and another.
 
Development must be appropriate and integrate the needs of local communities and national societies with the internal and external resources available to meet these needs.
 
Managing the development process implies issues of equity are explicitly addressed in all policy areas
