The image is of a painting by French artist Philippe de Champaigne (1602-1674) entitled "Cardinal Richelieu" most likely painted in 1637. You may see the original image on Carol Gerten's wonderful site (CGFA) here (Japan) or here (U.S.A.). The artist was born and trained as an artist in Brussels, Belgium but moved to France in 1621 and became a French citizen in 1629. He painted many works at the French court including the work presented here ~ a three image portrait of Cardinal Armand Richelieu, (1585-1642), King Louis XIII's chief minister. The original painting hangs in the National Gallery in London, England. The Cardinal was born Armand Jean du Plessis in Paris in 1585, and took the name "Richelieu" from the name of his family's estate. There is a vast amount of information about the Cardinal available and, yes, this is the "Cardinal" of Alexander Dumas's novel "The Three Musketeers".
