This subsection does not grant or deny a person who is not a lawyer the right to appear for or represent others before an agency or an agency proceeding'. In view that such provision establishes a created liberty interest right, such cannot be infringed upon by others without being liable to the aggrieved parties for which can violate the civil (28 U.S.C. 1331 or 42 U.S.C. 1983 and/or 1985) and/or the criminal (18 U.S.C. 241, 242 and/or 245) of the civil rights provisions which expand to apply to the states pursuant to Article VI Section 2 of the United States Constitution as held in Sperry v. Florida, 373 U. S. 379
