Nope, this is not Doom! The Doom who nabbed Arcade, tortured the X-Men, and imprisoned Storm (whom he liked) in a metallic encasing was a Doom-bot. He was later destroyed by the real Doom for allowing Arcade to strike a match against his armor. The real Dr. Doom has little use for mutants, and has managed to avoid most of the mutant titles entirely.
