Repulsor blast: F, DF, D, DB, B+ any punch
Smart bombs: QK+FP (useable in air)

Air attack: D+FK (in air)
Supers:
Proton cannon: D, DF, F+ 2P
War destroyer: D, DF, F+2K
1 - (dash) D+QP, D+MP, Repulsor blast (with QP, cancel) War destroyer
Advanced combos:
1 - (dash) QP, FK (Super jump) QP, QK, MP, MK, FK, Air attack D+FK (quickly so they bounce), Repulsor blast (with FP), War destroyer

Stratagy:
  Everything Iron Man was when he first made the scene. Sacrificing speed for power, War Machine's still got game if you're fond of air combos. My main focus would be War Machine's Repulsor blast can cancel into his War destroyer, otherwise I'm not a big fan of his moves.

Best assist: Projectile (Shoulder cannon)

While battling a large opponent: You want to get close, War Machine can throw very well, you want to keep rushing and attacking low. You have plenty of projectiles but you're better off doing normal moves because there's less lag. If they evade start jumping high and tossing Smart bombs around and do your air attack on the way down so your bombs protect you.

While battling a small opponent: You gotta keep it close, and in the air, but the ground is can be your enemy cause of the delay in your attacks. You can throw opponents easily (FK), but the air is your strength because of your normal hits and Smart bombs. Not to mention small guys are a bitch to consistantly throw.

While battling an average opponent: Your only advantage is your dash and ability to throw, the rest of your attacks are fairly slow, you wanna fight them like small opponents. The good thing is you can aim your Smart bombs better, and if they rush you just throw more.
