To my way of thinking, and one that is shared by many I might add... The basis on which one may call oneself a 'submissive', is based greatly, but perhaps not solely, on her 'choice' to be known as such. Submissives come in all shapes and sizes, and with all kinds of ideas about what they think they need and want.
But what it comes down to, in the end, is that a sub can choose. And it is a choice that only the submissive can make.
Why would one choose?
