He is Dr. Manuel P. Vegare, born on November 28, 1942 at Pilar, Capiz. He has successfully attached several degrees to his his name: BSEED, BSE major in Mathematics, Doctor of Education major in Educational Administration, through a number of scholarship grants such as; BPS-WSU Scholarship for Math Teachers, Mindanao State University, SEAMED-RECSAM for math teachers, Penang, Malaysia; Marian College Scholarship for Administrators, Western Mindanao State University, Zamboanga City; WMSU Faculty Dev't Program, UP Diliman, Quezon City.
To say it simply, this Ipileno worked his way up the academic ladder from being District Evaluation and Guidance Cordinator, Titay District; to Assistant to the School Director of Marian College; to Principal of the Science High School, MSU Marawi City; to Chairman of MA Programs, WMSU Graduate School; then Dean of WMSU College of Education; to Dean of the WMSU Graduate School.
In spite of his hectic works schedule, he also manage to hold other position such as;

He is married to the beauteous Rosemelinda Covarrubias Vegare, also a public school teacher, with whom he has 4 lovely children, Maroe, Manirose, Manilyn and Rosewell. The first two manage the family-owned KM variety Store and KM Kainan and Fastfood. The third teaches at the WMSU Laboratory School while the youngest is a Staff Nurse at the Princess of Wales Hospital, Wales United Kingdom.
