India’s share of the total world precipitation is little less than 1 %. Out of this, barely 29% of annual precipitation is utilisable and the rest runs off to the sea. Tapping just 20% more of rainfall will offer 80 mham of additional water, which even with 50% efficiency will irrigate 40mha of cereals.

The Pani Roko Abhiyan was an effort of the Madhya Pradesh government to convert the crisis of drought that the state witnessed into an opportunity for water conservation. Over seven lakh water harvesting structures were created in these five month,.

All of these add to 7,06,304 water harvesting structures. In addition 6,940 km of field bunds and 7,132 km of contour trenches were constructed. Additional water impounding capacity created was 9487.62 lakh cubic meters. Out of Rs 415 crores spent on this Pani Roko Abhiyan, Rs 99.35 crores came from people.

1.2 Objectives of Pani Roko Abhiyaan

1.2.1 To move from drought relief to permanent drought-proofing

1.2.2 To create awareness among the community about the impending need for water conservation and harvesting in wake of the sever water crisis.

1.2.3 To disseminate information about simple, cost effective and traditional techniques /structures of water conservation and harvesting.

1.2.4 To implement different techniques and structures of water conservation and harvesting through community action.

1.2.5 To develop an Action Plan for water conservation and harvesting at the community level.

1.2.6 To implement the Action Plan for water conservation and harvesting through support of funds from different Government schemes and public contribution.

1.2.7 Government action for water harvesting to be supported by community action on private farm land and community land

1.2.8 To spread the water conservation activities of the Watershed Mission to all the villages through active community participation and contribution.

1.2.9 To encourage different individual and community efforts for water conservation and harvesting through the use of simple Do-it-Yourself techniques.

1.3 Efforts undertaken

1.3.1 Creation of awareness and motivation among the community about the impending need for water conservation and harvesting.

1.3.2 Training to government frontline teams to take information on Do-It-Yourself methods to all 51,806 villages of the state

1.3.3 Motivating the community to become the key actors in the Pani Roko Abhiyaan right from planning and implementation to maintenance and monitoring through a participatory approach.

1.3.4 Designing and developing literatures, pamphlets, posters and audio-visual material for training and capacity building of the community.

1.3.5 Dissemination and proliferation of information, knowledge, techniques and materials to the rural masses.

1.3.6 Training and capacity building of the community for conservation and optimum utilization of water resources.

1.3.7 Mission developed plan for technical support through DIY (Do-It-Yourself) methods

1.3.8 Convergence and coordination with different schemes and beneficiary oriented programmes for garnering financial resources - funds of Drought Relief, Watershed, EAS, JGSY, State Finance Commission, 10th and 11th Finance Commission and a small support from DFID through UNICEF

1.3.9 Demonstration of Do-It-Yourself structures to the community.

1.3.10 Bank Loans provision made from Cooperative banks to lend for water harvesting

1.3.11 Roof water harvesting promoted through training to community volunteers

1.3.12 Property Tax exemption of 6 % for roof water harvesting structures
