I am trying to implement this site strictly using an HTML4 approach - that is, using Cascading Style Sheets (CSS) for all formatting. I like this approach much better than the old way of using tables for formatting purposes, and maintaining and updating the pages is much easier. (I'm coding this site strictly by hand with a text editor.)
The downside is that CSS is not totally supported by all browsers. If something looks weird or just plain stupid (background images for instance), chances are there is some disconnect between your browser and the CSS I'm using. I'm using Microsoft IE 6.0 and pretty much just including CSS stuff that works with this browser. I recommend using the most up to date browser possible, but whatever, the content is the same either way.
