Federation update from CEO

COOPERATORS’ HEALTH PROGRAM:

The plans to expand the coverage of the CHP from its present operations in Davao City, Tagum City, Cebu City, Tagbilaran City, and Lucena City to a nationwide operation have been finalized and will soon be operational.

Dr. Chito Ybanez of MMG Cebu City is Chief Operations Officer and Dr. Jun Agbisit of MMG Davao City, Chief Executive Officer.  It is expected that by the end of 1999, all the necessary preparations would have been already polished and national operations will start by the year 2000.

Seminars for CHP personnel in other chapters have been modularized and will be given to interested chapters on a national and regional basis regularly. The Human Resource Development Office of the MMGHHSCP Federation is tasked with these procedures.

The national CHP is also tasked with making operational the MOA between the MMGHHSCP and the Bayanihan Community Ventures Incorporated (BCVI) USA, our affiliate organization of Filipino-Americans in the U.S.

The MOA involves the marketing of CHP to the BCVI members in the U.S. for their relatives in the Philippines.  The BCVI will also be responsible for the collection and remittance of CHP contributions to the MMGHHSCP.
 

MMGHHSCP LENDING:

It has been noted that while some MMG chapters have been earning millions yearly, other chapters, while in their organizing stages, need financial support direly.  So it has been resolved in our National Directorate meetings to set up a financing structure within the Federation wherein MMG chapters with comfortable incomes may be able to lend to MMG chapters in need of financing at costs much less than bank rates.

Of course, the interest rates given to the lending chapter would be much more than the bank interest given to deposits.  This way both chapters, lending and receiving, benefit from the transaction mutually.  The Federation of course earns a percentage from the procedure.

The loans are on a short-term basis to encourage fast rotation and maximum utilization of funds.

This lending procedure has been planned to extend to individual members of our coop chapters.

The MGHHSCP Federation Lending Sector will collect individual and chapter investments and then lend to the chapters for their operations or for re-lending to their individual members.  Remittance from the chapter to the federation will be on a daily basis, taken from the chapter’s daily average cash balance.  Remittance from the members to the chapter will be on a fortnightly or monthly basis.  This will enable the Federation to loan more to the chapters at the least interest rates by further recycling the funds.

This lending procedure is also planned to later expand to cover the Health Emergency Loan Program (HELP) of selected patients of our MMGHHSCP chapters.  While the CHP is a pre-need program, the HELP is a post-need program.  HELP is extended to Out-Patients and In-Patients who may need credit to cover their pressing health requirements because they do not have ready cash.  HELP will pay the MMG hospital or OPD sector and later collect from the recipient on an installment basis (plus, of course, the cost of money).

Necessary collateral or salary deduction procedures will be in place for the transaction to be approved.  The MMGHHSCP Federation feels that given this alternative, fewer patients and their relatives will be victimized by the nefarious activities of loan sharks who prey on people in dire medical emergencies.
 

MMGHHSCP DOLLAR REMITTANCES:

With the fruitful interaction between MMGHHSCP and the BCVI, further activities are planned in the near future.

Since the MMGHHSCP is in more than 50 areas in the Philippines, the servicing of the Filipino-Americans’ dollar remittances from the U.S. to their relatives in the provinces would be easily taken over by MMGHHSCP chapters.  This will lessen the time interval between the sending and receiving of remittance as well as serve as a good source of funds for our lending activities.

The Filipino-Americans will also spend less for the procedure as well as participate in the proceeds in the cooperative way.  This activity is also planned in Filipino communities in Europe and Australia.*
