So you want to make a Sailor Moon RPG game of your own, well naturally the first thing you need it basic idea. Then you need to decide will be using the current cast or create your very own.
Using Current SM Cast
I really don't do this anymore so I won't have too much info on this sadly, first thing is when will take place? The Past, Present, Future or an alternative reality or story. Also make sure it's original a lot of rpgs have been done during the Silver Millennium and Crystal Tokyo, so try to make it unique.
Original SM RPG
Ah now this is where I can help you, I believe RPGs with new worlds and new senshi are the best and very fun to play. Of course you need your idea first and make sure it hasn't been done before.
Place: Where does the RPG take place? On earth? A brand new planet? If it is a new planet what is it like? Where is it in the galaxy and are their other planets in its solar system.
Time: So when does this RPG take place? Is it medieval times with castles, queens and magic? Or perhaps like present day earth or even future earth. What is their technology like in this time and their travel meatheads?
Plot: What's the story how did the Sailors begin on earth, was there a war? Where they reborn from their past lives. Basically what's happening, like what the enemy is doing and all of your ideas and plot.
Badguys: It's very important to decide who are what the bad guys are, also what are their motivations? Do they plant to destroy the earth? Or perhaps enslave it? Also why are they bad, revenge? Where they possessed by some evil? Then who are they? Their names, powers? Are they human? What are their powers like? Are they Sailor Senshi perhaps?
Goodguys: Who are your sailor-suited heroines? Why are they good, who shall awaken their powers etc. Also are there male good guys like knights and kamen etc.
Names: What are the Senshi's names? Usually people use names from mythology or they are linked to their element with their meaning, same for the guys.
Fuku: A fun thing to design, what do their suits look like and what about the guys?
Elements: Usually senshi have their own element, like Mars' was fire and Venus' love. Try to pick some that aren't used that often. This can be a hard task, especially for the guys, you could either give them their own element or make a senshi and senshi for each element.
Plans: Make your RPG is well planned out, like you know what will happen far into the RPG. Like after all of the senshi and knights are found, what happens next? This is often the reason for rpgs to die; hey it's happened with me.
Also you have to decide on a few things like how many characters players can have, at least two is very fun. What type of posting you'll do, if you use the entry rpg one how many characters per entry. Also having help is good, maybe a Co-Gm to swap ideas with? Make sure you have the time to manage an RPG too, don't just disappear for weeks and then appear for a few days.
To be a good GM always be willing to help a player in need, if where their application or how to post. Also be extra help to the newbies, they catch on quick how things work. Of course once and a while you have to play tough. Either taking out non players from the rpg or comfronting a problem. Just remember to be fair and understanding. I usually give like a week warning for non players to reply and then they're out.
When people apply how will you accept them, some GMs like to make rings where more than one person reviews. I personally believe reviewing is for the applying person and the Gms only and a app should not be picked apart. Some times learning the results of RPGs can take months, try not to take more than a week when reviewing. Also don't let little things make you reject the app in a flash, a lot of times RPGers work vary hard on their apps. If things need to be changed let them know about it.
