The Peruvian Truth and Reconciliation Commission The panel, which will investigate human rights violations in Peru during the past twenty years, is made up of twelve members and one observer. Seven members were appointed by Transitional President Valentin Paniagua in July. And an additional five and one observer were added by President Alejandro Toledo in September. The commission is headed by Salomón Lerner Febres, Rector of the Pontificial Catholic University. President Paniagua appointments include: Beatriz Alva Hart, a congresswoman who was a member of the Fujimori Peru 2000 party. She's also a labor lawyer and journalist. Enrique Bernales, a constitutional lawyer; Carlos Iván Degregori, an anthropologist with the Peruvian Studies Institute, Father Gastón Garatea, president of the Poverty Reduction Concertation Board, Alberto Morote, rector of the National University of San Cristóbal de Huamanga (The same place Shinging Path Leader Abimael Guzman taught.) Carlos Tapia García, political analyst and Sendero Luminoso expert. President Alejandro Toledo appointments are: Rolando Ames, a sociologist; Huberto Lay, an evangelical minister; Sofia Macher, executive secretary of the National Coordinator for Human Rights; Jose Antunez de Mayolo, a Salesian priest; Lieutenant General of the Air Force Luis Arias Graziani; And Vatican-approved observer Bishop of Chimbote, Monsignor Luis Bambaren.
