Stowaways onboard

Responsibilities of master:

bullet To make every effort to determine port of embarkation.
bullet To make every effort to establish identity, including nationality and citizenship.
bullet Prepare statement containing all information relevant to stowaway.
bullet Notify existence of stowaway to:
bullet Ship owner
bullet Appropriate authorities to port of embarkation
bullet Appropriate authorities to next port of call
bullet P and I club
bullet Flag state
bullet Charterer, if required.
bullet Not to depart for planned voyage for deporting stowaway.
bullet To ensure that stowaway is presented to appropriate authorities at next port of call.
bullet To take appropriate measures to ensure security, general health, welfare and safety of the stowaway till disembarkation.
bullet Not to include stowaway in crew list or AoA.
bullet Not to involve him in any shipboard works.

 

Disembarkation at Singapore:

bullet Only ISPS certified vessels can apply for stowaways repatriation via Singapore.
bullet To be kept at safe custody.
bullet Shipping company must satisfy ICA that timely arrangements has been made for repatriation as follows:
bullet Stowaway has valid and recognized travel document.
bullet Confirmed air ticket to destination.
bullet If transit other country, must have proper transit visa if required.
bullet Stowaway will be allowed to disembark from the vessel to board the flight.
bullet Shipping company must pay for any cost incurred in housing the stowaway in the inadmissible person room prior flight.
bullet Shipping company to arrange to escort the stowaway through the repatriation process.
bullet Shipping company to provide a security bond of S$ 10,000 per stowaway for the issuance of special pass for repatriation.
bullet If repatriation is unsuccessful, shipping company is to make arrangement to transfer the stowaway back to vessel within 14 days to depart Singapore.
bullet Only for stowaway repatriation, calling Singapore port is not allowed.
