Over high heat, brown
ground beef with onions, peppers, and garlic -- stirring frequently. Cook until all
pan juice evaporates and beef is well browned (about 30 minutes). Stir in remaining
ingredients and heat to boiling. Cover and simmer over low heat for 30 to 35
minutes. Skim fat.
