1. Introduction and Changes to the Agenda (Eric Flanagan)
- Called to order at 7 p.m. Welcomed all present. Agenda changed to allow for EQ report. Asked parents to add agenda items before next meeting. Requested that discussion be held after reports delivered.
2. Approval of May 15th, 2002, RAMPAC General Meeting Minutes
- Copies of minutes distributed.
- Moved (Maureen Atherton) and seconded (Eric Flanagan) that May 15th, 2002, Meeting minutes accepted as distributed. Approved.
3. Student Council Report – No report (Report to be given at next meeting)
4. Presidents Report (Eric)
- Greater Victoria Transit Alliance (GVTA) trying to get PAC support for increased transit service because students often unable to get on buses to schools at peak hours. Service in Victoria has been reduced by 20,000 hours over three years. Parents are asked to lobby at municipal Council and School Trustee All-Candidate meetings for improved bus service on routes traveled by students.
- Action – Linda to write a letter from RAMPAC asking BC Transit to improve bus service on routes traveled by Mt. Doug students
- Judy Langford has advised that Johnson Street 7-11 Bingo will close in March 2003. Closure will have an impact on RAMPAC budgeted inflows.
- Mt. Doug family of schools (Arbutus, Campus View, Fairburne, Frank Hobbs) could host D61 Trustee All-Candidates meeting if there is sufficient interest. A venue would be needed.
- Action - Eric to contact Mt. Doug Schools Family PAC Presidents to find out interest in meeting
- Information on fund raising ideas noted and can be posted on the RAMPAC web site. The information will also be in the RAMPAC folder in the school library.
- Action - Ray to scan and post information on fund raising ideas onto RAMPAC web site.
- Request secretary remove executive addresses from the RAMPAC web site.
- Action - Ray to remove executive addresses from the RAMPAC web site.
- Ideas for future RAMAC meetings (e.g. a speaker on educational topics) requested from members.
- Six RAMPAC members will attend VCPAC parents conference at S.J. Willis School on October 19th. Workshop topics include respect and teamwork, School Planning Councils, advocate project.
- RAMPAC fundraising, Grade 11/12 reps and assistant VCPAC rep executive positions still need to be filled. Volunteers from parents encouraged.
5. Earthquake Preparedness (Maureen Atherton)
- Dave Ward (Saanich District Engineering Dept.) is willing to talk to RAMPAC about EQ preparedness and the installation of kiosk outside of the school building for EQ equipment.
- Kiosk could be funded under the Global Container project, a joint SD61/Saanich fund that can typically give $3500 towards EQ kiosk installation.
- Saanich presently offers a 5' x 9' size EQ kiosk free to Mt. Doug. School would have to pay $100 towards installation in a permanent foundation (paved parking lot surface) or $200 if a foundation is needed. Doug Grant (SD61) will expedite kiosk foundation if needed.
- Mt. Doug could also become a community EQ center with other schools (e.g. Fairbourne). Saanich will match funds from school for kiosk equipment. Based on $2500 in RAMPAC 2002/3 budget, $5000 could be available for equipment. If RAMPAC approves, Maureen will talk to Dave Ward about kiosk installation.
- Eric:
Thanks to Maureen and ask that she proceed with getting kiosk established.
- Cheryl: Any future funding application to the Gaming Commission will have a better chance of success if it can be shown that funds are to be used for public safety e.g. EQ Preparedness.
- Action – Maureen to proceed with getting kiosk installed at Mt. Doug.
6. Mt. Doug Co-curricular Society budget, 2002-2003 (Paul McGroarty):
- Budget distributed for review.
- Inflow is smaller than last year due to anticipated 7-11 Bingo closure. Presently there has been only one request for funding from Mt. Doug teachers and budget outflows are based on last year.
- Bernie Kidd: Will give updated athletics request for budget ASAP.
- Patty Freeman: Will review application for Gaming Commission funding on GC web site and PST rebate for supplies purchased with RAMPAC funds.

- Moved (Eric Flanagan) and seconded (Nellva Kurylo) that the 2002/3 RAMPAC Budget be accepted subject to minor changes reflecting school funding requests. Approved.
7. 1 Administration (Principal)
- Interim reports to be sent out with students on October 17th .
- Attendance has improved due to encouragement of students by staff.
- 15% of graduating Mt. Doug students have received provincial scholarships.
- Students organized "Cops for Cancer" event October 7th and raised $3300.
- Bernie Kidd invited Gynne Dyer to speak to students on October 8th on the War against Terrorism.
- Mt. Doug scheduled to become G9-12 school in September 2003. Grades 9 and 12 need very different handling and will be very challenging to school staff.
- Joanne Staltz gave talk on adolescent learning on September 23rd.
- Attended meeting on September 24th with other Mt Doug family schools and Uvic dept of Education to discuss mutual cooperation and sharing of resources. Parents and students are invited to a follow-up meeting on November 5th at 7.00 p.m.
- Attended planning meeting on October 1st with other Mt. Doug family schools administrators.
- Parent representatives invited to a meeting at Arbutus School on October 29th when a panel from existing reconfigured schools will discuss experiences.
- After reconfiguration Mt. Doug student body will increase and could reach capacity of 930.
- Action taken to discourage students congregating near adjacent elementary school after complaints from residents.
- Dealing with concerns from parents about late students not being allowed into classes by teachers.
- Encourage parents to approach principal with any concern.
- Cheryl/ Nellva
: Anxiety exists at Cedar Hill Junior High school about G9 transition after reconfiguration and opportunities for students to cross catchment boundaries.
- Principal
: D61 rule allow any student to be accepted until school reaches capacity. Staff are also anxious about transition and Mt Doug will hire additional teachers.
7. 2 Administration (Vice Principal)
- Summarized proposed grade Changes by BC Ministry of Education. G10 to be included in graduating process. Students will need 80 rather than 52 credits to graduate and will need to prepare a portfolio. Provincial examinations will be optional. Feedback on process from parents by M.Ed. encouraged and information available from www.bced.gov,bc.ca/grad_req_req/
8. Athletics and Leadership (B.Kidd)
Athletics strong this year and 7-8 Mt. Doug teams have good chance of winning provincial championship.
New team uniforms needed especially after reconfiguration. Some D61 funding expected for new uniforms. Funding also requested from RAMPAC for funds. Thanks to RAMPAC for financial support to date.
Leadership group well organized and held successful retreat at Camp Columbia where 100 students attended. Student Council has 24 members. Good student dance on October 10th.

9. 3 Communication (Linda Bartram) –
- October 17th newsletter will have notice encouraging parents to attend RAMPAC meeting and Bingo.
- Will also contact the Mt. Doug Vice Principal (Paul Thomas) each month to remind him to post advance notice on the lighted sign board on Gordon Head Rd. regarding PAC Meetings.
9.4 VCPAC (Nellva Kurylo) – Highlights of October 15th VCPAC Meeting
- GVAT will host All Candidates meeting at S.J. Willis on November 4th, 2002 at 7 p.m.
- Debra Swain stated that average D 61 class sizes are: KTG = 19 to 22;1 to 3= 22; D 61 Average = 30.
- Difficulties that the differences in Teacher Librarian time are causing, particular in the Elementary
- Schools discussed.
- Parent-teacher meetings have to be after school. Mainly affecting people with special need students.
- The GVTA is funding some workshops e.g. Bullying, Socialization of Boys.
- 20 candidates for SD 61 Trustee. All Candidates Meeting at Reynolds on October 29, 2002 at 7pm. Dates of All Candidates Meetings posted on SD 61 Web page and on the All Candidates Calendar.
- Tracey Humphries (384-9940) is collecting questions for the VCPAC Candidates Meeting.
- John Roche reported on the one-day School based Planning Council Symposium in Vancouver.
- At the November 6th SD 61 Board Meeting Grad requirements will be discussed.
- Social Equity Funds in place until March 2003.
- Royal Bank will not fund the crossing guard program this year ($12,000 shortfall).
10. New Business (Eric):
- SD 61 has a Healthy Schools program with funding available for programs such as Kick to Nic.
