GENERAL MEETING
May 21st, 2003 |

1. Call to Order (Eric): Meeting called to order at 7.02 p.m. Members welcomed.
2. Adoption of Agenda (Eric): Agenda accepted as tabled.
3. April 16th, 2003 RAMPAC General Meeting Minutes : Copies of minutes distributed to members.
- Moved (Pat Krueger) and seconded (Joyce Yao) that April 16th , 2003, that Meeting minutes be accepted as distributed. Approved.
4. Student and Staff Reports – No reports
5.1. Administration ( Principal):
- Student Council for 2003-2004 elected.
- Graduation valedictorians are Robbie Sinclair and Liz Thompson. Graduation ceremony will start at 6.30 on May 27th . Students should be at UVIC at 5.30 p.m. Post graduation reception will be at UVIC.
- Student graduation dinner and dance will be on May 30th @ Empress Hotel
- Provincial examination and tutorial schedule available to students. Thanks to staff for arranging tutorials for students.
- RAMPAC members shown student anti-smoking video.
- Discipline and management of G9-10 students in 2003-2004 school year will be discussed with teaching staff. Discipline and management are linked and the first Pro. D. day of 2003-2004 year (September 23rd) will be devoted to this issue. School is well prepared for transition from G11-12 to G9-12. At May 30th assembly G11 students will be asked for ideas to facilitate transition.
- Total of 973 students are registered for 2003-2004 year and there additional 47 student on waiting list. 25-27 of these applicants may be registered.
- Contract teacher readjustments possible in 2003-2004 depending on seniority and student registration.
- G10 orientation will be on May 22nd.
5.2 Administration – (Vice Principal)
- G10 orientation on May 22nd will be followed in the evening by a Spring Reflection concert at UVIC.
- Student drinking and driving presentation at 1 p.m. at school on May 28th. Parents are invited.
- Fine arts banquet on June 4th , District strings final on June 5th , Athletics banquet on June 10th .
- School awards ceremony on June 11th, Provincial exams from June 18th to 26th .
- Emergency kiosk has been finished by SD61. Concrete base will be poured in next few weeks. Kiosk will be located on east side of the school.
6.1 President's Report (Eric)
- Mt Doug has signed up with Bingo Bingo, Esquimalt. Volunteers needed twice monthly on Friday evenings from 10-12 p.m. Bingo funding expected at $20/student and presently produces about $1000/month. Parent volunteers will be needed during summer. Football team parents may agree to volunteer. Contact is John Little, Football Coach.
- Several courses e.g. Food safe, First aid will be offered to students on Pro D day on May 26th .
- School Planning Council report presented. Next SPC meeting will be June 3rd. All parents are invited.
- Attended April 22 trustees meeting. Information for meeting will be presented later in this meeting. VAAPAC Fall leadership conference to be held in Cranbrook, November 6-9, 2003.
6.2 Correspondence (Eric)
- Letter of thanks to RAMPAC from Sandy King for computer funding for band.
- Thanks from Chair to PAC those members who attended meeting, volunteered to help ant school events and to Administration for information on school activities.
- Thanks from Chair to Paul McGroarty, Ray Lett and Judy Langford for services to PAC

7. 4 VCPAC (Nellva Kurylo)
- Reported on VCPAC meetings at Lambrick Park and Craigflower schools.
- At Lambrick Part on April 22nd 12 SC61 schools were represented.
- Andrew Weaver elected as new VCPAC President
- Issues discussed included:
- 1) Video Surveillance: SD 61 will not use video surveillance, but will develop a policy on video surveillance based on the principles detailed in the Video Surveillance Report, April 2003 and will refer their existing draft policy on video surveillance to a representative committee for re-drafting
- 2) SD 61 to have a leadership congress,
- 3) crossing guard funding and
- 4) seismic information report.
- Meeting Minutes are posted on the VCPAC website.
- At the May 20th VCPAC meeting at Craigflower elementary school principal spoke about how well the school was adjusting to K1-5 reconfiguration.
- A draft Code of Ethics for Parents on School Planning Councils was passed meeting.
- The VCPAC Budget passed
- Trustees report indicates that 90 schools are scheduled to close in BC next year.
- A special Trustees meeting will be held May 28th to discuss reconfiguration. An estimated $3 million will be needed to fund reconfiguration in 2004-2005.
7.5 Emergency Preparedness – ( Maureen Atherton)
- Equipment will be needed for the emergency kiosk. Saanich District engineering department (Dave Ward) may be able to fund some of the equipment depending on community contributions e.g. matching funds from RAMPAC. A list of recommended equipment is available from an Oak Bay supply shop. Equipping the kiosk is urgent since Mt Doug school is listed as #9 of most seismically vulnerable schools in Victoria.

: $3,500 originally budgeted for equipment may not be available due to short fall in funding from Gaming.
- Paul Thomas
: Equipment list should be obtained first and then the actual cost established.
- Maurene
: Will get list and email to Paul.
8. Financial Report (Paul McGroarty):
- Total remaining in the accounts is $7,082.95. Status of Gaming fund application is still uncertain although there is every indication that there will be no Gaming funds for the current (02/03) year. However, it is probable that funding from the current application will be for 2003/2004 and that, for this year only, the funds can be used to pay outstanding 02/03 bills. Bingo direct access revenue still continues at about $1,100/month. Anticipates that 40% of remaining $7,082 in RAMPAC accounts will be used to pay outstanding bills 2002/2003 year and remainder can be carried to next year. Revenue for 2003/2004 from Gaming and Bingo projected to be $30,000 to $35,000.
- Nellva Kurylo:
Cedar Hill school PAC was able to obtain government bridging financing because of Gaming fund short fall by allowing a desk audit of PAC financial records by Finance Ministry. Bridging financing was provided within two weeks of the audit.
