San Sebastian
This Basque haven is nestled snugly on Spain's north coast, close to France and overlooking the beautiful Bay of Biscay.  It is steeped in culture, with impressive architecture and fine food, and surrounded by rugged, mountainous land.  And (perhaps best of all) its Parte Vieja (old quarter) has more bars per square foot than any other part of Spain.
