At the start of the game each player picks at random a Player ID card (Of either Schwarzenegger, Blair, Saddam, etc..) each player gets 2 Staff and $200. (Which represents $200 Million) and then chooses a Blue Policy Subject card. (Hi-res picture) This will be their "Platform" for election. (ie: running on subject : ENVIRONMENT or perhaps a player runs on DEFENCE SPENDING.) This will be the focus of their agenda through the game.
Once a player lands on either 2 "Lounge Squares " (GoldenGate Lounge) the player then has the opportunity to "cross" the board via the Capitol Building. Along the way are Links to both Risk Assessment and Risk Investment cards.
If a player has enough Staff (10) enough cash ($1000) (to pay Capitol to call an election ) and at least 50% popularity, then he/she may call an election. The other players sensing this may use their Risk Investment cards and try to stop the election. Usually the one who calls the election eventually wins. Thats election ! Thats Diebold !
Risk Investment Card A Risk Investment card is offered for sale to players as they go around the board. It may be an Anthrax attack, a Nuclear device or even a fleet of submarines. It can be be resold before use. Once used it must then be discarded, it attacks opponents staff and also gives the user a free dice roll.
Risk Assessment Card A Risk Assessment Card can be either a Liability (like a cash debt) or a cash reward for good work It can either help your progress or hinder it. (See Below)
FEDERAL RESERVE The Banker of the game must ALWAYS remain impartial to the other players. Sometimes he/she will issue fines where needed. The banker of the Federal Reserve will adjust and record the polls where needed. The Banker will reward a speech if merit is shown in the speech, by "tipping" the speaker with cash, (and perhaps poll points and staff) (Only where due).
