Whenever typhoons or other serious storms threaten Tokyo, a yellow Lancia appears in the streets, driving recklessly. The mysterious driver ignores all common courtesy and traffic safety rules. If the storm is severe enough to shut down the city, he continues his dangerous ways, harassing the police and emergency personnel on the streets.
Who is this dangerous madman? What motivates him? Why does he delight in tormenting police and rescue workers during storms? No one knows, but when he caused Ken Nakajima to crash while on patrol during a storm, he drew the ire of the Bokuto officers. It is only a matter of time before a clash occurs.

Whereever crime festers, there is Strikeman! Appearing out of the shadows, he delivers his fastballs of justice to small-time extortionists, litterbugs, jaywalkers, and anyone else he deems to be an evil-doer. With wild laughter and a flash of his black cape, he inspires fear in the targets of his wrath and annoyance in the Bokuto Station officers.
Strikeman is never seen without his costume, which is part dirt-biking outfit, part baseball uniform, and 100% weird… except around Christmas time, when he transforms himself into Stanta Claus Man and punishes the naughty and gives gifts to the nice!
Although Strikeman mostly moves about on foot, he has built himself a Strikemobile, an imported sports car that is geared toward deterring motorized lawbreaking with a variety of contraptions, ranging from missile launchers to winches to hoist illegally parked cars atop phone booths.
While the press loves Strikeman due to the great copy he gives them the opportunity to produce, the Bokuto officers find him a threat to public safety and want him stopped. Natsumi in particular find him frustrating because he keeps referring to her as Home-Run Girl due to her ability to match his fast-balls with a talent for batting them “out of the park.” He vacillates between viewing her as his arch-nemesis and treating her as a sidekick. Despite the fact that Natsumi and Miyuki have apprehended him on a couple of occasions, Strikeman has a gift for escaping custody and resurfacing when least expected. They haven’t even managed to unmask him yet.
