Wisely deciding not to get trapped in the city, Wellington engages in a fighting withdrawal. He loses over 1/2 his men in the retreat into Portugal.

Following the British defeat at Ciudad Rodrigo, Wellington's urgent appeals to Whitehall brings a flood of reinforcements into Oporoto, which Sir John Moore rapidly whips into shape. When Wellington arrives in the city with 5,000 stragglers, he finds Moore has assembled a new army for the defense of Portugal.
