The NPS program is a comprehensive voluntary program that provides technical and financial assistance for restoring and protecting surface and groundwater quality. This is achieved by the installation of pollution control measures/structures and thorough information and educational assistance. Funding for the NPS program is provided by the State Conservation Commission through appropriation from the Kansas Water Fund. Financial assistance is provided to landowners to implement practices to protect and restore water quality. Actual cost or County average cost whichever is smaller, is used as a basis for determining the amount of cost-share assistance granted.
What practices are eligible for cost-share assistance?
Decommissioning Wells-60%
Abandoned Well Plugging-60%
Replacing a Failing Septic System-60%
Livestock Waste Storage Facility-70%
Fertilizer containment structure-60%
Riparian area (river bank) protection & Enhancement--60%
For any project to be eligible to receive cost-share funds construction of the practice may not begin until an application has been signed and approved.
To replace a failing septic system:
Failing on-site waste system must be located: A. 500 feet or less from a perennial stream B. Within a shallow aquifer area C. Within a 2 mile radius of a public water supply well.
Failing on-site waste system is located at a home site where a well is the primary water source for human use and one or all of the following apply:
A. Current failing system is a rat hole, cesspool or seepage pit B. Current failing system is within 100ft of domestic well C. Current failing system is up graient of domestic well and is within 400 ft of the domestic well. D. The domestic water well has elevated nitrate levels (over 10 ppm) and the failing system is determined by the local sanitarian to be a possible source of the contamination.
