Combine the chickpeas, peanut butter, and butter in a food processor; pulse several times until very smooth. Add the brown sugar, egg, com syrup, vanilla, and peanut butter extract; pulse several times until smooth. 2. Whisk together the flour, baking powder, baking soda, and salt in a medium bowl; add to the food processor and process againjust until well incorporated. Transfer the dough to the empty flour bowl, cover, and chill until firm, about 2 hours. 3. Preheat the oven to 375°F. Spray 2 baking sheets with nonstick spray. 4. Spread the sugar on a work surface. Shape the chilled dough into 30 (1-inch) balls, then roll each in the sugar. Arrange 2 inches apart on the baking sheets, placing a kiss in the center of each dough ball to flatten it slightly. Bake until firm, with the edges just beginning to color, about 10 minutes. Cool completely on a rack.
