2004 CONSTITUTION OF THE CITIZEN ARMY TRAINING ALUMNI ASSOCIATION OF AQUINAS SCHOOL ARTICLE 1. DECLARATION OF PRINCIPLES Sec. 1. The organization must … ARTICLE 2: MEMBERSHIP Sec. 1. Any legitimate graduate of Aquinas School is qualified to join the organization by fulfilling the other requirements set by the current officers of the organization. Sec. 2. Officers of the past batches should be giuven special acknowledgement when it comes to the organization as respect to their achievement during their time. Sec. 3. The organization, still, has the right to disqualify a member or an upcoming member for reasons that should be justified. ARTICLE 3. ELECTION Sec. 1. Any former CAT officer of the school is qualified to file their candidacy for a position in the organization. Sec. 2. Election of officers must be known by the members via any media. At least three quarters of the total active members must be able to cast their votes. Sec. 3. The outcoming officers must assure a decent election despite any form of media in order for the vote to be counted. A commission on elections must be established. The decision of the commission in any situation is final. Sec. 4. Candidates are not allowed in the election council after they have filed their candidacy. A violation may cause disqualification. Sec. 5. An officer is allowed two years in term. However, one may sit up to as many terms so long as he wins the election. ARTICLE 4. RIGHTS OF THE ORGANIZATION Sec. 1. The organization must be recognized official by Aquinas School and so as its accepted members. The organization must be treated like other clubs inside the school. Sec. 2. The organization has the right to be present in any activity the current corps participates as long as they do not cause nuisance or disturbance. Sec. 3. The officers of the organization may be given gestures of respect. Sec. 4. The organization could conduct activities in the vicinity or far from the school as long as it is permitted by the administration. All activities, however, must be in accord with the exisiting principle sof the school, CAT, and the organization. Activities held outside the school must be in no way insulting, shameful, or degrading for the school. Sec. 5. As one of the purpose of the organization, a member must give information about himself and should know that such information may be shared with the rest opf the members. Sec. 6. The members must be able to speak for themselves. Their opinions and suggestions must be respected and acknowledged. Sec. 7. As permitted by concerned authority, the organization may use the facilities and/or services of the school for purposes of activity. Sec. 8. Members may form subgroups as long as it is recognized by the current set of officers. These groups must pass their objectives and plans to the officers. ARTICLE 5. ACCOUNTABILITY OF THE OFICERS Sec. 1. Officers must be at all times accountablie to its members, servbe them withj utmost responsibility, integrity, loyalty, efficiency, and modesty, as an example to its subordinates. (Article 11, Section 1, Phil. Constitutuion 1986) Sec. 2. The set of officers are considered legislative, executive, and judicial. Their decision are final. Sec. 3. The organization president must serve as the connection between the commandant and the members. He must be active at all times to the activities done by the current corps of the school. Sec. 4. The vice- president must be able to extend his support always to the president but should have his own opinion on things. In times that the president is absent, he must take charge. Sec. 5. The secretary is the coordinator of the officers. He must keep records (i.e. minutes of meetings, profiles, documents, etc.) Sec. 6. The treasurer is the collector of any good raised, acquired, or owned by the school. He is responsible for lost if personal neglect has been reported or observed. Two treasures must be elected, or more, if needed, but must have two head coordinators. Sec. 7. The auditor must be able to keep track of all the accounts the organization is acquiring or spending. Sec. 8. The business manager are required to report on things that the organizationmay be interested in. Sec. 9. Area coordinator is defined as someone who is in charge of publication, or even acquisition of anything for or from the organization from or to his designated area. These are appointed people by the officers and must be able to have connections to all the members in his vicinity. (i.e. San Juan- Mandaluyong, Quezon City, Manila, Luzon, etc.) Sec. 10. The officers are responsible for any actions, and its consequences, done/ taken by the organization. Sec. 11. Officers may create commissions to fulfill certain tasks. (i.e. election, audit, service, etc.) Sec. 12. In case of impeachment, the remaining officers and the commandant must decide on the situation and announce to the members the final judgment. Any form of settlement is allowed, as long as action for the cause of impeachment complaint is vusuble. ARTICLE 6. PROHIBITIONS. Sec. 1. The organization and its members must perform their task but at te same time exercise their rights. A right of a person ends where a right of a person begins. Sec. 2. Performance of dangerous, illegal, and degrading acts in presence of the organization is punishable not only by the club itself, but concerned authorities. Sec. 3. The organization must show a friendly environment. Any form of painful, deadly acts is not allowed between members for any case. Sec. 4. Formations of subgroups must be recognized by the current set of officers. Any actions, and its consequences, done by unrecognized subgroup is not of concern by the organization. Sec. 5. Abuse of power in the officers towards its subordinates must be avoided. Sec. 6. Former rank or positions of alumni must not be the main cause or influence of any judgment undergone by the organization. However, their presence and suggestions must be given acknowledgement. Sec. 7. All the prohibitions stated in this constitution must be obeyed at all times a member is under the name of the organization or any related institution. Punishments must be finalized by the commandant. ARTICLE 7. FUTURE CHANGES Sec. 1. The current officers of the organization may add or deduce statements from this constitution for the sake of upgrade, clarification, or rejection. Sec. 2. Changes done must be in accord with the existing sections of the constitution. Entire change or deletion of an article should not be done. Sec. 3. A committee must be formed, recognized by the commandant, in changing sections, specially if it concerns current issues undertaken by the organization.
