We append below some notes on the meeting
held on 27 May from 4.30 PM to 6.00 PM between the PEKAMI Exco. members and
GMHR.

The following were the issues discussed and
GMHR's response to them :
HR
INITIATIVES & ISSUES GMHR informed that HR was in the process of
finalising the Job Evaluation project and organisation structure which he hoped
will finally be adopted and approved by management. In addition, MISC is in the
process of developing 20 "Skill Groups" so as to be in line with the
Group structure.
BONUS - The quantum for
the year 2001 was the prerogative of MISC Board. He was not aware of the appeal
made by staff to YBhg Dato' MD as his office has not received any copy.
However, the current PEKAMI Exco is free to make an appeal to YBhg Dato' MD for
the bonus issue.
PEKAMI
OFFICE - A request was made from the committee for a dedicated office to assist
in and facilitate proper administration of PEKAMI affairs, maintenance of
records and files, and to conduct counselling and meetings. GMHR requested us
to write in officially for consideration and approval by management.
iPERINTIS - The committee
raised the issue of the transfer of PETRONAS's IT personnel to iPerintis Sdn
Bhd and whether this would also affect MISC IT staff. GMHR said that officially
he was not informed of any such move. According to GMHR, iPerintis would be
selective in taking in any new personnel numbering about 500 - 800 staff.
However, if there was any move involving MISC IT staff, HR would take
appropriate steps to inform the concerned parties and explain the various
options available e.g. terms and conditions of the offer, continuous service
considerations etc.
VSS - The committee raised the issue of the report in Malay
Mail on the VSS for Executives. GMHR made it clear that there is no such plan
by MISC management at this point in time, especially since it may negatively
impact MISC's operations. However, a Special Package scheme aimed at selected cases may be considered on
grounds of redundancy, medical, poor performance, job mis-match, etc. This
prerogative has always been in existence and can be invoked by management at
any time at the request of individual group head.
TRANSPARENCY- The Exco
appealed to Management to be transparent with Employees with regard to terms
and conditions of employment and other issues involving staff. A request was
also made that there be more exchange of
information and communication between management and staff. GMHR
concurred but emphasised that some matters required confirmation and approval
before they can be transmitted and disseminated accordingly.
Ex-PNSL
STAFF STATUS -The committee
raised the concerns by ex - PNSL staff regarding their position/status vis a
vis MISC terms and conditions of service. GMHR response was that generally they
are of equal standing with MISC staff but in some cases they received superior
benefits due to their long service with PNSL.
MISC
TERMS & CONDITIONS OF SERVICE - The committee questioned if there are
plans to standardise MISC's current terms & conditions of service with that
of PETRONAS. GMHR response was that at the moment, there are no such plans as
MISC is involved in different business from PETRONAS. However, this matter is
the prerogative of MISC management who may initiate any proposals for
standardisation of the terms & conditions of service to MISC board members.
GROUP
TERM LIFE ASSURANCE(GTLA) - GMHR brought up
the subject of GTLA which has replaced the Personal Accident (PA) insurance
scheme. According to GMHR the new insurance package has more comprehensive and
superior coverage than the previous scheme. The committee has requested that
details of the new package be given for
information of members.
PEKAMI
NEWSLETTER (CERMIN) - In the interests of increasing and sharing knowledge
and information among PEKAMI members, the committee informed GMHR of the
intention to revive the Association's newsletter - Cermin.
PMS ISSUES- The committee raised some members concerns
over the PMS which in some cases seemed to be arbitrarily and unilaterally
implemented without taking into account the letter, spirit and intent of the
system. . GMHR informed the committee that the appraisal is not based solely on
job performance and includes intangible aspects such as shared values, attitude,
superiors discretion, and the "judgement call" of management. The
committee hoped that GMHR will seriously look into this as unquantifiable
measurements for purposes of performance appraisal are open to abuse and will
have a negative impact on the performance and morale of staff.
MONTHLY
MEETING WITH GMHR - GMHR has agree to our request to conduct regular
monthly meeting to foster and enhance Employer/ Employee relationship for the
betterment of the company.
There being no further matters, the meeting was adjourned
at 6.00 pm with a note of thanks to the Chair.
NOTES:
With the above we
trust that members now have a clearer and better picture of some of the issues
that have been bothering many of us. We believe that this small step taken will
give a morale booster to members who will continue to improve their
productivity and performance that eventually benefit the corporation.
