Supervisor DeSaulnier's Board Order on noise issues. |
As a result of this
effort, it was discovered that the previous airport manager dropped a key
noise control program that was developed in the 1980's. That program
notified a pilot in writing when his/her operation generated a noise complaint.
The current airport director is not willing to re-institute the program,
and it appears that Mr. DeSaulnier will have to obtain a board order and
approval by the Board to have the program re-instituted. As a further
result, Frank Bell, owner of Pacific States Aviation, discovered that flight
schools from Oakland were generating noise complaints at Buchanan by performing
missed approaches at a much lower altitude than that used by Buchanan flight
schools. He was successful in rectifying this problem. As a
further result of this effort, the airport has increased its efforts in
enforcing the Airport's noise ordinance. The Board of Supervisors
has also been firm in enforcing the noise ordinance against a chronic violator
based at the airport, which has resulted in that person fitting his jet
engines with hush kits. Supervisor DeSaulnier is now focusing his
efforts on forming a Round Table to monitor and work on noise issues as
they arise. The Round Table will likely comprise three representative
from the aviation community and three representatives from the communities
surrounding the airport. It is proposed that the Round Table meet
on a regular basis and take input from the public.
