King/Queen The King and Queen are the top ruling positions of the Kingdom with final say in all matters falling to them as well as policy and other decisions of law such as taxation, land ownership, military matters, treaties, etc. They rule equally in ALL matters of state. The Queen's word is as the King's, the same and vice versa without question. The Queen, unless she wishes otherwise still sees to the overall running of the Keep proper. Their power is not superceded by any as Wales in this timeline was still separate government wise for the most part from England proper. In their absence the below Chain of Power is adhered to in descending order. The King also takes on the extra duties of commanding the Kingdom's fighting forces in peacetime, war, and in times of strife or incursion. In his absence or incapacitation these duties fall to the Captain of the Royal Guard who would answer to the Queen first and then the subsequent Chain of Power below. The Queen also takes on the management of the home and social programs and such of the Kingdom as in education and public issues.
Royal Chancellor The duties of this position can include making policy and act as Royal stead in kingdom day to day activites of the Royals in their absence as well as see to any request they task to them. Their power/duties resides solely within the lands of Pembrokeshire and defer to the Royal Ambassdor in external Kingdom affairs but in the absence of the Ambassdor their word is as the Royals in external affairs. Their immediate superiors are the King and/or Queen.
Ambassador The Duties of the Ambassador include all things relating to negotiations between Pembrokeshire and any other lands or kingdoms whether it be peace treaty, alliance, non aggression pact, or trade agreement. The Ambassador is the King's and Queen's voice in foreign lands. At the request of the King or Queen they may act as the represenative of the Royals in other lands and in the absence of the Royals and Royal Chancellor acts as the Royal stead within and outside Pembrokeshire. The office of Ambassador answers only to the King and Queen. They share the same power level in the Royal Chain as the Royal Chancellor in external Kingdom affairs but defers to the Chancellor to interkingdom affairs in the event of the Royals’ absence.
Chief Justice This position is responsible for the handling and dealing out of justice within the Kingdom and its courts and oversees all local courts of the various towns and villages throughout the Kingdom and supercedes their jurisdiction in any case if need be. This position answers only to the King and Queen, the Royal Chancellor, and Ambassador. Only the King and Queen can reverse a verdict set forth by the Chief Justice unless the Chancellor or Ambassador are acting in their stead and can do likewise but also any Chancellor/Ambassador decision can be reversed by the King and Queen upon their return to Kingdom affairs. The Chief Justice is also the overseer of the Head Constable and his Constabulary and over the intelligence gathering for the Kingdom and in said intelligence reports directly to the Royal Chancellor and if an external Kingdom matter, the Ambassador in addition to the Chancellor.
Commander of the Pembrokeshire Fleet The Commander of the Fleet is over all of the Kingdom's sailing vessels be it a commerce or fighting ones. This position is equal in power to that of the Commander of the Royal Forces. In matters of ground operations all decisions fall to the Commander of the Royal Forces. In Naval matters all decisions fall to the Fleet Commander but with both conferring equally on courses of actions in combined land/water operations. This position answers only to the King and Queen and in their absence the above Royal chain of power.
Head Constable of Pembrokeshire This position is over the Royal Constabulary that exists in every town and village of the Kingdom and oversees the Royal dungeons below the Keep. In the absence of the Royal Guard Captain they are over the Royal Guard Forces. They are also over the peacetime constable milita forces and game warden units and have the power to activate them as their descretion. This position is overseen by the Chief Justice. In time of major conflict and/or war the Constabulary falls under the orders and direction of the Commander of Royal Forces. Only the King, Queen, or Royal stead in their absence can order this.
Captain of the Royal Guard This position is responsible for the protection of the Keep proper and its surrounding grounds, residents, guests, and visitors. If the Commander of the Royal Forces is unable to lead the Kingdom’s forces in time of conflict and/or war the duty falls to this position. If ordered by the King, Queen, or Royal stead in their absence his guards fall under the Royal Force's orders during these times but the Captain of the Royal Guard in peace or minor strife only answers to the King, Queen, or Royal stead in their absence and all matters of Keep security are his responsibility and any of his assistants. His guards are also responsible for the Royal treasury since it lies in the vaults deep within the bowels of the Keep itself and falls under his domain. He may also be tasked by the Chief Justice or Head Constable to aid in duties of law enforcement outside the Keep’s wall and grounds but still retains his power over his own guards in such and knows the security of the Keep is first and foremost. Security of the Royal dungeons fall under the Constabulary in line with its duties of law enforcement in the Kingdom. NOTE: Any assistants of any of these positions obviously fall into line with the main person of that position if they are not able to see to their duties. Example: Royal Guard Co-Captain seeing to the Captain’s duties in his absence and such.
Any member, guest, or visitor to Pembrokeshire should be aware of this chain of Kingdom power and abide by it since the King and Queen have placed their faith and such in these people’s hands and trust them to faithfully carry out their duties in their service to the Kingdom. |
