Welcome to the 28th Annual International Pacific Islands Bilingual Bicultural Association (PIBBA) Conference website!  The PIBBA Conference is an annual event in which Western Pacific educators are provided with opportunities for professional growth and cultural enrichment.  This year's conference offers a wonderful selection of traditional, innovative, and practical cultural workshops, presented by creative and imaginative educators and cultural leaders from the Pacific islands.

Dr. Robert Underwood

Keynote Speaker

This year's keynote speaker, Dr. Robert Underwood, is a co-founder of PIBBA and former PIBBA President.  He attended California State University, Los Angeles, and the University of Southern California. He became a high school teacher on the U.S. mainland, and he then served as an instructor at the University of Guam from 1976 to 1983.  Dr. Underwood was director of bilingual education assistance for Micronesia until 1988 and Academic Vice President of the University of Guam until 1992.

He was elected as a Democratic Delegate to the United States House of Representatives, serving from January 3, 1993 to January 3, 2003.  In 2008, Dr. Underwood was selected to begin a 5-year term as President of the University of Guam.
