League:
Puck's World Fantasy Football League (PWFFL) is known as a "keeper" league. This means that each team is allowed to keep the rights to players into next year. There are no fees, no prize money, no salary cap, no regular season tiebreakers, and no limit to the number of times a player may be kept. The Puck Bowl Champion will be awarded the traveling trophy, the Bribin Cup, that is to be returned to the President of the League when the following year's playoffs begin.
All rule changes for the fantasy season must be ratified before the date of NFL draft to be effective for that season. All rule changes regarding the offseason must be ratified before the preceeding Puck Bowl (ie. 2003 offseason rules must be finalized before the 2002 Puck Bowl). Any disagreements about the rules will be solved by the League President.
Scoring:
Points will be tallied based upon the stats and their respective points to the right.
Note: Yards must be gained as a whole. (ie. 40 Rushings yards equal 2 points, but 39 yards, as does 20 yards, equal 1 point)
The roster is made up of 20 players. There are 10 starters to play every week: 8 Offense, 1 Kicker, and 1 Team Defense. The starting offense has to fit in these catagories:
1-QB Quarterback
3-RB Running Back
3-WR Wide Recievers
1-TE Tight End
Teams:
Each team name will consist of two parts, place and nickname. A team may only change their name after playing five full seasons under their current name. A relocation penalty will be enforced during protection if an owner chooses to change their name. If an owner only changes the place in their team name, the owner will only be able to protect six players that year. If an owner decides to change their nickname, the franchise will only be allowed to protect three players. Once a team changes their name, they will have to play another five full seasons, or take a year off before they can change their name again. A team returning after missing a season or more will have their tenure reset to zero, unless compared to another owner returning the same year.
When a new owner comes in mid-season (after the PWFFL Draft starts through the Puck Bowl), they will only be allowed to protect players that they acquire during the season. All transactions regarding the franchises's players would be allowed. After the Puck Bowl, all remaining original players (those on the team when ownership changes) would be thrown into the FA pool for the upcoming draft. The league will grant the team a name change between the Puck Bowl and Protection Due Date. The owner's official tenure would not start until their first FULL season (which includes a draft).
Tenured Owners:
Owners will receive official voting rights after they have a tenure of five full seasons. Tenured owners will be able to propose changes of the rules to the President of the League with a simple majority vote and they can override a presidential veto or rule change with a 75% majority vote. Tenured owners are also able to vote and run for League President, a title that carries a five year term. Other things a Tenured owner has the right to vote on are: expulsion of owners (66% majority vote), acceptance of owners to join/return from an absence proposed by the League President, and override a fine, suspension, or ruling issued by the President(75% majority vote). In order to expell a tenured owner, a unanimous vote is needed with the owner in question unable to vote.
Tenured Owners will sit on the Puck's World Fantasy Sports, Inc. (PWFSI) Sky Box in accordance with the PWFSI Charter.
Divisions:
In an attempt to make scheduling uniform from season to season this system will be used beginning in the 2002 season. The league will also be forced to keep a number of teams at an even number so divisions and schedules are equal or fair. Expansion and Returning teams will be ranked by the order in which they draft (ie: 2 expansion teams A & B in a 10 team league would be ranked 9 & 10 respectively)
With eight teams in the league, there will be only one division with each team playing each other twice. In a ten team league, the teams will be divided into two divisions by how they placed during the previous year's regular season. The top five teams will be in one division, while the bottom five will be placed in the other division. Each team will play division opponates twice, everyone else once. Then teams will be paired up with closest ranked team in the other division from top to bottom(ie. 1&6 2&7 3&8 4&9 5&10). A twelve team league will be divided into three divisions. Teams will be divided up much like in a ten team league. The top four teams in division 1, teams 5-8 in division 2, and teams 9-12 in division 3. Each team will play division opponates twice and all other teams once.
Playoffs:
The playoffs that will determine the PWFFL Champion will be held during weeks 15 and 16 of the NFL regular season. The participating teams in the playoffs will be the top four based on overall head-to-head win/loss ratio with a tie counting as a half win. The following tiebreakers will be used after win/loss to determine the final standings that will be used for deciding playoff participants and draft order: Total Fantasy Points, head-to-head record between tied teams, total Fantasy Points scored in head-to-head meetings, +/- Points for season, and then longest tenure in PWFFL (for founding teams, draft order in 1999 will determine tenure).
During the playoffs is the only time a single game will be broken with a tiebreaker. The Puck Bowl will not be tiebroken at first. If there is a tie during the Puck Bowl (week 16 of the NFL regular season), the Puck Bowl will continue to be played into week 17 with no roster changes. If the Puck Bowl is still tied after week 17's games are completed, then the tie will be broken using the playoff tiebreakers. The following are the playoff tiebreakers: Optimal Score (highest possible score each team could score from their roster), most touchdowns by starters, total score including bench players, total points scored by starting draft picks, highest unique individual score by a starter, and then longest tenure in PWFFL.
Trading:
The League President has the right overrule any trade that he feels is detrimental to the competitiveness of this league.
From the end of the draft to the trading deadline, trading will be done with the online software and only player for player(s) trades are allowed.
During the offseason and a week before the protected list is due, teams may trade player(s) and/or draft pick(s)(upcoming draft only) for player(s). If a team trades an original top 12 draft pick to another team, and recieves another draft pick in the top 12 rounds, then that pick must be available to be used for protection of players. For example, team 1 trades a #2 pick to another team and in a trade receives a #5 pick from another team. If team 1 keeps 6 players, the #5 pick they received in a trade would be used to protect a player.
After the protection lists have been submitted and before the draft has ended, teams may trade player(s) or available draft choice(s) for player(s). Those players that were traded will join the roster of their new team without costing additional picks to the new team. The draft pick that was used to protect a player that was traded will not be reimbursed.
If one of the teams does not return to the league for the upcoming year and the time of the trade was between the Puck Bowl and the offseason trading deadline (1 week prior to protection list due), then the trade is voided.
In order for an offseason trade to go through, both owners must somehow contact the President of the league, confirming the trade.
Protection Lists:
Each team will submit to the President of the League the List of up to 12 of the 20 players on their team that they wish to keep going into the season. The due date for the protection lists will be announced by the President of the League before the NFL draft. The protection date will be after July 15th and no later than the Monday two full weeks before the NFL regular season begins or 72 hours (3 days) before the PWFFL Draft. Each player that is kept costs the owner the highest available orignal top 12 draft pick for that upcoming draft. If a owner trades one of their original top 12 draft picks during the offseason, they are only allowed to protect up to 11 players, trade 2 top 12 draft picks and they are only allowed to protect 10 players. If a team trades away an original top 12 draft pick, and that team recieves another top 12 draft pick from another team, that pick will be used to protect a player as if it was an original draft pick.
If an existing team does not submit a protection list, the League President will only protect 6 players (top fantasy point scorers in PWFFL for their team from previous year at each position: QB, RB, WR, TE, K, Def), if possible. If there is a tie at a position it will be broken by the player that played for the team first, scored the most points in a week during the year for that team, most points scored in PWFFL history, then by alphabetical order. Players that are not protected by their returning PWFFL team will be thrown into the draft for that year.
Returning owners who have missed a season or more may return with up to three players that were on their last final roster. No more than one player can be taken from each of the existing teams. The list of players that a returning owner wishes to return with must be given to the President of the League one week prior to the protection lists being due. The players chosen by the returning owner MUST be kept until the regular season begins.
Draft:
Expansion teams (owners who have never played in PWFFL) will begin the drafting in the order of acceptance into the league. Then drafting will begin in reverse order of finish, during the regular season, of existing owners with the Puck Bowl champion choosing last. In the case that an owner misses a season(s) and returns, they draft as if they finished last in the previous season. If more than one owner returns, then the owner that was previously in the league longer, and was gone the longest amount of time, recieves the higher draft pick.
If a team acquired a draft choice from another team, then the draft choice cannot be used for protecting players by the team that acquired it, unless they traded away and recieved a top 12 draft pick. When the time for the choice arrives, the new owner of the choice will choose an available player at that time. When all teams have twenty players, the draft will end.
Each team may submit a pre-draft list to the League President so that he knows how you rank the players available. If a pre-draft list does not get submitted before the draft then the League President will draft the highest ranked player available at each position according to points scored in the previous year's PWFFL, then by the software. A live Draft may or may not take place, but will be announced 2 weeks prior to the draft.
