Economic Growth: these are direct government investments in the  economy that can include business subsidies, tax refunds, public works projects  and the like. Paying money here can only help your economy, but it isn't the  only factor that contributes to economic growth.
Public Services: these include police, firefighters, emergency medical  personnel, and other essential services that the government provides.
Social Services: these include health care, education, and workforce  training costs.
Justice/Government: these are the costs of maintaining your  government's infrastructure.
Military Upkeep: the costs of maintaining your military. This is  automatically calculated by the Avatars and included in your spending. You can  not spend more or less than what the Avatars have calculated for you.
Military Purchases: the amount of money spent for buying new military  items. When buying military items, always specify what you are buying and how  much of it you are buying.
Military Research: this goes into researching for weapons upgrades to  make your forces deadlier. Be sure to specify what exactly you want to research.  Although not required, it also helps if you can provide the name of an arms  manufacturer whose advanced technology you are interested in getting.
Space Research: the vast majority of countries have no place doing  this. But if you have a rich and powerful country, you may want to invest in  sending men or satellites into outer space.
Espionage: invests in spying on other countries (if you specify who  you want to spy on and what to look for, like weapons purchases). This can also  go towards counter-espionage--keeping foreign spies out of your country.
Foreign Aid: this is money that can go towards helping your allies  financially. You can either specify what amount you want to go to what country  right in your budget, or you can wait and specify that stuff later at your own  pace.
