Qpawn 2000 is like an alternate world, beginning in the year 2000. Some of the events that take place here are more grounded in reality than others, so this can be confusing for people new to nation sims. Provided here is a basic outline of the game and its rules. General Rules: | |||||||||||||||||||||||||||
No Multiple Accounts: also known as "multis." These are when one person plays two or more characters through two accounts. Multis can ruin a game and creates unfair advantages for those who do it. | |||||||||||||||||||||||||||
Limit OOC: Out of Character talk (OOC) is when you say something personal and distracting from the game. There is a place for OOC, and please limit this to the forums that openly allow OOC talk. | |||||||||||||||||||||||||||
Personal Insults: are a nasty type of OOC and they pollute forums. When someone does this, they make themselves and the forum they are using look bad. Therefore, players and avatars are to refrain from personal insults. | |||||||||||||||||||||||||||
Conflicts with Avatar(s): there are bound to be an occasional disagreement between a player and one or more of his or her avatars. A player may think the results of their actions were unfair, etc. Players are welcome to respectfully and privately tell the appropriate avatar about their concern in the hope of clarification or that such a consequence won't repeat. But publicly criticizing avatar actions is destructive behavior and as such, carries a stiff penalty. | |||||||||||||||||||||||||||
Punishments: the Arch Avatar will decide the penalty for violations of any of these rules. Possible penalties include but aren't limited to: warning, suspension and banning. The Arch Avatar is to be fair and objective when deciding penalties, and will decide things on an individual basis. In most cases, a player would have already been warned several times before being suspended or banned, but if the violation was grave enough, warnings may serve no good. | |||||||||||||||||||||||||||

Arch Avatar: | |||||||||||||||||||||||||||
Maintains the web site and forum of Qpawn 2000. Assigns tasks to other avatars. Assigns nations to players. Creates the budgets and updates the financial portions of them. Appoints and dismisses avatars. Enforces game rules. May write news stories if an avatar has been absent. |

International Avatar: | |||||||||||||||||||||||||||
Writes updates for the International News. Serves as the head of state for NPC's (Non-Player Countries). Creates original scenarios (problems) in the International News that players must address. These include boundary disputes, international terrorism, diplomatic crises, humanitarian crises, etc. Processes international actions. These include: treaty negotiations, declaration of war, cease fire, dialogue with an NPC, players official response to the International News, etc. |

Domestic Avatar: | |||||||||||||||||||||||||||
Writes updates for the Domestic News. Runs opposition groups/forces in countries with players. Creates original scenarios (problems) in the Domestic News that players must address. These include riots, natural disaster, political unrest, poll crashes, domestic market crash, etc. Processes domestic actions. These include: creation of laws, domestic improvements, negotiations w/ domestic political factions, players official response to Domestic News, etc. Calculates Loyalty/Happiness Ratings. |

Writes updates for the Military News. Runs guerilla armies and national armies in NPC's. Advises players on military issues. Works with players on military research and weapons development. Processes military actions. These include: invasions, bombings, naval blockades, aerial patrols, intelligence reports, etc. Calculates Military Quality Ratings (MQR's). |

News | |||||||||||||||||||||||||||
World News: consists of the International News, Domestic News and Military News. These are written by the avatars and are what officially happens in the world. Something must be real and official in order to be World News (unless it is an editorial). However, not all real and official things make it to the World News for a number of reasons. Avatars are busy and can't write a news story for every action they process, and some items (like intelligence) have no place in the news. | |||||||||||||||||||||||||||
So please, don't think that if it wasn't posted in the World News it's unofficial. If in doubt, check with an avatar. But if something is a big deal (like a military invasion or a country joining an alliance) you will see it in the World News. | |||||||||||||||||||||||||||
National News: is a sort of propaganda. National leaders write what they are doing in their country and can use this as a resource to make themselves look good and to talk about policy without the bickering of other world leaders. | |||||||||||||||||||||||||||

Action vs. Talk | |||||||||||||||||||||||||||
A frequent source of misunderstanding between avatars and players have been over this concept. Here, we will make the effects of action and talk perfectly clear and say the difference between the two. | |||||||||||||||||||||||||||
Action: is an official move that you have submitted to an avatar for processing--for better or for worse. Without these, you can't actually do anything. For example, if you want to put 500,000 troops on a border with a hostile country and threaten that, it won't happen if you do not give the Military Avatar an action saying that. | |||||||||||||||||||||||||||
Talk: can include threats of military force, economic sanctions, etc. They can also include negotiating treaties with other players (these become official once the International Avatar receives an action statement from the involved countries). However talk can be used against players, especially if they are democratic leaders. The public responds to whatever leaders say, regardless of what they say is true or false. So be careful what you say if you are unwilling to deal with the consequences. | |||||||||||||||||||||||||||

Submitting an Action | |||||||||||||||||||||||||||
Whenever you want to make an official move (write a law, declare war, etc.) make sure you contact the appropriate avatar (see Avatar Roles) and describe what you want to do. In your description, state your goals, what you plan on doing to achieve those goals and any back up plans if necessary. There is no set formula to writing orders, but those three things are what the avatars expect to see. | |||||||||||||||||||||||||||
Also, please avoid long-winded tirades. Avatars have a lot of things demanding their time, both in game and in real life. If you have an order that would take up more than one page printed, please review it and see what you can remove. | |||||||||||||||||||||||||||
