Captain Custodio J. Parcon Jr. was the commanding officer of the Philippine Marine Force Recon Company (61st Marine Company) during the operation to recover the kidnap victim on Basilan Island.
The Republic of the Philippines Medal for Valor is the highest award given for actions above and beyond the call of duty.

"Employing accurate sniper fire, he (Capt. Parcon) and his men neutralized four kidnappers and wounded several others who scampered in various directions." (General Orders No.1320, 20 December 1994, GHQ Armed Forces of the Philippines)
