This epitomizes the philosophy of DG Chito, the man destined to be a "leader of many leaders", a "counselor and advisor" to officers and members of over 90 Rotary Clubs in District 3820 during the dawn of the Third Millennium.

Still considered young by Rotary standards at age 46 to be a District Governor, Chito was born on March 17, 1954. But age has not been a hindrance to whatever DG Chito has set his mind on to achieve. He is a man always in a hurry to accomplish so much, unafraid to tread and break new grounds, ready at any time to face challenges. He has always instilled discipline, sacrifice, and premium effort to attain success and, in most instances, excellence, in his many concerns - personal, professional, civic, religious.

From his birthplace and elementary studies in Padre Garcia, Batangas, DG Chito went to high school in De La Salle, Lipa City. He acquired his degrees of Bachelor of Arts, Major in Mathematics, and Bachelor of Science in Business Administration from the then De La Salle College, Manila on full scholarship. These contributed to his being molded into a man known for high standards, sincerity in service, and a "heart and soul" for the common people. This "heart and soul" has what made him look at Rotary as not another association of men and women merely inclined to socializing, to doing charitable acts for public show and recognition. For Chito, while Rotary is undeniably fellowship and brotherhood, it is primarily SERVICE TO HUMANITY - in the Club, in the community, in the world.

DG Chito is endowed with a lot of blessings. With a lot of hard work and drive to excel, this is not surprising. He is either the Chairman of the Board, President, or Director of several corporations, notably the Rural Bank of San Antonio (Quezon) Inc.; Orvetco Philippines, Inc.; Quad Farms, Inc., Armor Milling Corporation, and several financing companies. He also receives much inspiration and support from his beauteous wife Lydia, a Certified Public Accountant, and their three handsome and intelligent young boys.

God certainly is not disappointed for being extra good to DG Chito. Despite his many undertakings, he always shares his time, talent, and in many instances, treasure, to causes he believes in. Foremost is by joining the philanthropic Rotary since 1980, handling various positions in his homeclub and in the District before he rose to the top position of District Governor. At certain points in his life, Chito is either a Director, President, Chairman, Coordinator, or even a simple - but very vocal - member of various professional, civic, and even his parish church's finance council. His opinions are always sought; on most occasions, his suggestions and recommendations prevail.

Given his track record on leadership and management, ability to mobilize people, penchant for near-perfection, uncanny gift of foresight for what will be successful and effective, yet not losing the perspective of his "heart and soul", it is a certainty that District 3820 will soar to new heights under DG Chito’s direction.
