I have provided what I think are substantive links addressing the comprehensive planning questions facing the Town of Rotterdam.  Rather than extract what I know to be the exact pertinent sections, I think it better to try to read through all of it to truly understand the basis and operation of the particular parts.  (So do you really want to know?)

To understand the issues properly, you must understand the laws and documents that drive the decision-making.  Again, I am no expert but have dedicated myself to learning what I feel I must know to craft intelligent arguments for what I believe and desire.  No special access to politicians is needed for that.  These documents are all available to those that seek them out, which is what I have done.  I then am able to come to my own conclusions based on what I learn.  I encourage others to do the same.  Don't just listen to me, or your town officials.  Read and study.  Come to your own conclusions.  Listening to the opposing view is always helpful, so don't dismiss it out of hand.

Here are the links:

NYS Municipal Home Rule Law (Article 3 might be particularly interesting to you)

NYS Government Publications (fairly comprehensive list of links to just about anything you need to know)
http://www.dos.state.ny.us/lgss/list9.html

NYS Town Law as it relates to planning (Section 265 is the legal question at present)

Here are a few other suggestions.  Go to Town Hall or the Schenectady County Clerk and request a
Town of Rotterdam Comprehensive Plan.  Read it.  Read the 2004 CDTC Study.  I have provided the link to that below.  Also, the SEQR links are included below too.  Town Board meeting minutes, Planning Commission meeting minutes, etc are all available through FOIL. (Freedom Of Information Law). Use the tools and resources available to you to educate yourself the best you can to understand the dynamics.  It takes time and I realize we all have demands that interfere with that.  You have to make the time.  If you don't, then you are continually subject to someone else's interpretation of the information provided above.  And that is rarely good when it comes to politics and governance.

Hope all of this proves helpful.  Good luck!
